Analysis

Tyler Technologies is our provider of the Brazos E-Citation software that allows officers to automate the citation process in the field which is the software to be installed on these new ticket writers.  The E-Citation software allows the officer to scan the drivers license and vehicle registration to obtain more accurate offender information.  In addition, the citation information is automatically uploaded into the court software which bypasses the possibility of clerical errors.   This request for approval of this purchase includes the 41x  handheld computers, chargers, printers, paper, cables, and software required to interface with the City's system.

Chapter 271.102 of the Local Government Code authorizes local governments to participate in a cooperative purchasing program with another local government or local cooperative organization. In lieu of competitive bidding, items and services may be purchased through such agreements as the agreements have already been bid by the sponsoring entity or agency.  The City of Grand Prairie has master inter-local cooperative agreements with various entities including NJPA.

National Joint Powers Alliance (NJPA) through a comprehensive 12-step process creates national cooperative contract purchasing solutions on behalf of its member agencies which include all government, education and non-profit agencies nationwide and in Canada. These cooperative contract opportunities offer both time and money savings for their users by consolidating the efforts of numerous individually prepared solicitations to one national, cooperatively shared process. This process leverages the aggregation of volume from members nationwide.

Tyler Technologies through their NJPA contract offers the commodities and services the City requires. NJPA Contract No. 110515-TTI was effective December 15th, 2015 and set to expire on December 15th, 2019.

Financial Consideration

Funding for the purchase is in the FY 17/18 Crime Tax Fund (286110-68410) and the FY 17/18 Court Technology Fund (194010-68410).
