Analysis

This price agreement will be for departments to utilize for the purchase of equipment, (MRO) maintenance, repair & operations supplies, parts, materials and related services for existing Roadway lighting and traffic signals to maintain and repair the LED lighting that have already been installed. Replacement will be on an as needed basis. 

 

This agreement will be for a 5 month period ending December 31, 2015($20,000), with the option to renew for ----four additional one year periods ($50,000 each) totaling up to $220,000 if all extensions are exercised.

 

Chapter 271.102 of the Local Government Code authorizes local governments to participate in a cooperative purchasing program with another local government or local cooperative organization. In lieu of competitive bidding, items and services may be purchased through such agreements as the agreements have already been bid by the sponsoring entity or agency.  The City of Grand Prairie has master inter-local cooperative agreements with various entities including National IPA.

National IPA contracts have been awarded via a thorough Request for Proposal (RFP) competitive solicitation by a public agency/governmental entity (e.g. state‚ city‚ county‚ public university or school district). The contracting process is the foundation of National IPA and sets us apart from other cooperatives. In order for even the most restrictive agencies nationwide to realize the best value offered by cooperative procurement National IPA ensures that industry best practices‚ processes and procedures are applied.

Grainger through their National IPA contract offers maintenance, repair & operations supplies, parts, equipment, materials and related services.

 

The National IPA contract began January 1, 2015 and will expire December 31, 2019.

 

Financial Consideration

The City spends an estimated $50,000 annually on purchase of equipment, maintenance, repair & operations (MRO) supplies, parts, materials and related services for existing Roadway lighting and traffic signals . Payments for these items will be made from various departmental accounts budgeted for these items
