Analysis
The Grand Prairie Police Department remains committed to intelligence led policing by utilizing all available technological advances to maintain a safe environment with a high quality of life. The crime deterrent and investigative platform known as License Plate Recognition (LPR) is an essential tool for the investigation of criminal offenses. The obtained LPR data that will be accompanied through a previously procured Investigative Data Platform access will allow investigators to track targeted vehicle movements from a national database. This crime deterrent system provides an application that the Department will utilize to increase its investigatory efficiency and crime prevention performance.
Chapter 271.102 of the Local Government Code authorizes local governments to participate in a cooperative purchasing program with another local government or local cooperative organization. In lieu of competitive bidding, items and services may be purchased through such agreements as the agreements have already been bid by the sponsoring entity or agency. The City of Grand Prairie has master inter-local cooperative agreements with various entities including H-GAC.
The H-GAC primarily offers products that are utilized in Public Safety, Public Works, and Communications, in addition to professional consulting, personnel and financing services. A wide variety of capital equipment is under contract, and through a unique feature of HGACBuy it can be customized through the use of published and unpublished options to fit our specifications and requirements.
Vigilant Solutions, Inc., through their H-GAC contract offers LPR cameras and other related technology.
The H-GAC contract will expire 3/31/2019.

Funding is available in FY 2019 Crime Tax Fund Budget 286110-68020.
