Analysis

On July 15, 2014, the City of Grand Prairie approved the geotechnical and material testing services fee ordinance and service contracts. Developers in Grand Prairie will be required to deposit the geotechnical and material testing fees up front to have a third party engineering consultant working for the City to perform this work. On City Capital Improvement Projects, the City will incur the cost to have this work performed also by these firms as part of the project.

 

Staff recommended that this work be performed by three consulting firms.  Specific work assignment for the consultants will be at the City’s discretion and to be based upon size of project, complexity of project, firm’s familiarity with the area, workload, conflict of interest, and past performance.

 

The selection of the three engineering consulting firms was through the Request for Qualifications (RFQ) process.  Request for qualifications were sent to sixteen (16) Engineering Geotechnical and Material Testing consulting firms with responses received from eleven (11) firms.  Five (5) firms were selected for shortlist interviews.  Based on qualifications and laboratory facilities, the three firms recommended were Alliance Geotechnical, Team Consultants and Reed Engineering respectively.

 

Change order No. 1 was approved by City Council on April 21, 2015 (15-4565) to address future material testing needs. This change order raised the maximum current contract from $150,000 to $350,000. Contract termination date was set as May 31, 2016.

 

Change order No. 2 was approved by City Council on February 2, 2016 (16-5338) to address material testing needs. This change order raised the maximum current contract from $350,000 to $500,000.

 

Change order No. 3 was approved by City Council on August 2, 2016 (16-5765) to address material testing needs. This change order raised the maximum current contract from $500,000 to $750,000.

 

Change order No. 4 was approved on April 28, 2017. This change order extended the term of the contract to December 31, 2017, and resulted in no change to the monetary value of the contract.

 

The current change order No. 5 is necessary to address material testing needs for future City and private construction projects that have either been approved or anticipated during the current budget year. This change order will raise the maximum current contract from $750,000 to $800,000. Contract shall terminate upon completion of all requirements for all jobs ordered by May 31, 2018.

 

Construction in the City has increased in the last two years.

 

Financial Consideration

Funding for this contract in the maximum amount of $800,000 for each firm is provided by the development community as a pass-through fee.  These fees will be deposited into Lawson GL Account No. 403199-21691 (Escrow-Geo Tech Test) and payments to the consulting firms will be paid directly from this Lawson GL Account No. 403199-21691.  On City Capital Improvement Projects, the City will incur the cost to provide these services through the respective project work order numbers when the construction contract is awarded.
