SUMMARY:
RP170603 - Replat - Burbank Gardens Addition, Lot 105R, Unit 1 (City Council District 5). Consider a request to approve a replat to combine two (2) commercial lots into one (1) single commercial lot. The 0.551 acre vacant property is located at northeast corner of N.E. 28th Street and E. Main Street. The property is addressed at 2800 & 2814 E. Main Street. The property is zoned Commercial (C) and lies within the Central Business District Overlay Corridor District. The property is located in City Council District 5, represented by Councilman Tony Shotwell.
ADJACENT LAND USES:
North - Parcels north of the subject property are zoned Light Industrial (LI) District and currently being use for light industrial uses.
South - Properties to the south (across E. Main Street) are zoned Light Industrial (LI) District with SUP-911A for Outside Storage Uses.
East - Properties to the east are zoned Commercial (C) District and currently being used for commercial uses (BJs Upholstery)
West - The property to the west (across N.E. 28th Street are zoned Commercial (C) District and is currently vacant.
PURPOSE OF REQUEST:
The applicant is proposing to combine two commercial lots into one for future Auto-Related Uses. An existing single-story 1,800 square foot masonry building exists on the easternmost property addressed at 2814 E. Main Street, with the remaining parcel on the hard corner remaining vacant. No plans for development and/or permitting have been submitted at this time.
CONFORMANCE WITH COMPREHENSIVE PLAN:
The Future Land Use Map (FLUM) of the 2010 Comprehensive Plan shows this area as appropriate for Commercial/Retail/Office uses. Auto-Related Uses will be inconsistent with the FLUM.
PROPOSED USE CHARACTERISTICS AND FUNCTION:
The applicant is proposing to establish (1) one single commercial lot on the property. The property is currently zoned Commercial (C) District and shall meet the minimum density and dimensional requirements of the Unified Development Code. In the mid-1990s the property was used as a private meeting lodge (Oak Cliff Knights of Columbus). Since that time, records indicate it has been mostly vacant.
ZONING REQUIREMENTS
Replatting of the property shall be required prior to the issuance of any building permits; however note auto-related businesses require additional oversight depending on the nature of use being proposed. Future lots and new development must conform to the density and dimensional requirements of the Unified Development Code as well as any Specific Use Permits required for certain uses.
PLAT FEATURES:
The applicant proposed to establish a single commercial lot for future auto-related business. The property is 120’ X 200’ with an existing single-story, 1,800 square foot masonry structure on the property. Subsequent oversight review including (SUP and Site Plan) shall be required prior to issuance of building permit based on type of use being proposed. Additional review for driveway locations and/or utility service requirements as determined by staff.

The Development Review Committee recommends approval of the requested replat.
