Analysis
In March 2007, the Grand Prairie City Council approved the purchase and installation of a marquee for the Grand Prairie Municipal Airport. The cost for the installation was $74,400. Through a grant from the Texas Department of Transportation - Aviation Division, fifty percent (50%) of the cost was reimbursed under the Routine Airport Maintenance Program.
In May 2008, the Grand Prairie City Council approved the installation of landscaping improvements for the entry to the Grand Prairie Municipal Airport. The total cost for the improvements was $115,521. The improvements included fencing, plantings, and irrigation. The plantings are now mature.
The existing marquee was installed before the landscaping. At that time, it was easily visible from the street. As the landscaping matured, the plantings began to obscure most of the base and at times, a portion of the electronic display. Staff is forced to do excessive pruning of the landscape materials several time during the growing season, diminishing the aesthetics of the landscaping.
The existing marquee sign is out of warranty. During the last few months of the warranty, a number of panels became defective. The installer repaired the panels. They were functioning properly. The damage appeared to have been caused by water penetrating into the electronics. The warranty has now expired. The sign has been locking on one screen periodically. The problem has become more frequent and is due to the controller for the electronics needing to be replaced.
Staff now seeks to replace the sign with newer technology. The new sign will be larger and offer greatly improved graphics. The existing base will be modified to accommodate the new sign and will be raised so that the normal growth of the landscaping does not block the graphics. The sign will be disassembled in such a way as to salvage panels and other parts that could be used for repairs by other City departments with similar signs.
Racelight Sign has provided a bid of $75,599. The purchase would be made through the TIPS (The Interlocal Purchasing System).
