Analysis

On March 13, 2019, The Grand Prairie Municipal Airport experienced a wind damaging event which required immediate repair and recovery work.  Fifty seven hangar doors blew off the tracks and damaged other doors and parts of the hangar buildings, necessitating the relacement of a total of 68 hangar doors. The original doors were only rated for 75 mph winds, though the airport recorded 98 mph winds on March 13, 2019.  For that reason, Staff is seeking acceptable replacements that will satisfy current City of Grand Prairie building code requirements for doors with a rating of 115 mph.

Higher Power Hydraulic Doors  ("HPHD") is recommended for immediate purchase of 68 new hydraulic replacement doors. The $10,000 refundable deposit allows the City to reserve a spot in the production line, which will mitigate the long lead time of 22 weeks to eventually receive the first lot of doors.  When a 50% deposit is paid, the City will be officially under contract with HPHD to produce the 68 doors.  Since TML has not yet issued a determination on coverage, this action helps to reduce the lead time by reserving our place in the line while remaining fully refundable.

Emergency repair and recovery work progressed in two phases. Phase one is for the removal of hazardous conditions and a structural analysis to understand what repairs are needed. Phase two will be the reconstruction, door replacement, and any additional work required to bring the Airport back up to being fully operational.

Cozart, a metal building contractor, has provided $25,970.00 for services for phase one. Cozart’s phase two work is pending TML determination and the delivery of the hangar doors, and will be brought back before council at a later date.

Lake Engineering, Inc. was selected as the most highly qualified professional, as the result of Request for Qualifications (RFQ) #19088, to provide structural analysis and repair recommendations. The cost for the phase one structural analysis is $49,690.00, and the cost of the phase two repair inspections is $10,400.00.

City policy and State statutes provide that emergency purchases are exempted from bidding requirements as stated in Section 252 of the Local Government Code. Section 252.022 states that a purchase is exempted from bidding due to unforeseen damage to public machinery, equipment, or other property.  Due to the emergency nature of the wind storm and subsequent damage at the airport, Staff is requesting ratification of the emergency purchases thus far (phase one) and approval of repair work still needed (phase two).

This item was taken to the Finance and Government Committee on June 4, 2019 for their review and recommendation for approval.

Funding for a Contract with Higher Power Hydraulic Doors in the amount of $646,499.00 is available by approving an ordinance transferring and appropriating from the unobligated fund balance in the Airport Capital Projects Fund (505292) to WO #01916903.
