Analysis

The City of Grand Prairie has been under the Medical Direction of Dr. Sharon Malone and Questcare since 2014. Dr. Malone, now with Envision Physician Services, has been a leading medical provider across the DFW area and a great partner for the City of Grand Prairie. Request for Qualifications (RFQ) #19118 was distributed and viewed by 29 vendors (there were no GP vendors), and advertised in the Fort Worth Star Telegram and Bid Sync.  We received two submittals by the July 1, 2019 deadline. These submittals included Envision Physician Services and Beacon Emergency Services Team.

 

The two firms were evaluated by Fire Department staff based on best value criteria, including qualifications, service capability, and references, all as listed in the specification.

 

Based on the scoring criteria, the evaluators' selection was Envision Physician Services. [While Beacon Emergency Services Team's pricing is $15,000 less, given Dr. Malone's history with the City of Grand Prairie and Envision's pricing not having increased from the previous contract with Questcare, the Fire Department recommends the contract be awarded to Envision Physician Services.] Our department has been under the direction of Dr. Sharon Malone for 5 years and she is a major reason we have been awarded the EMS Gold Standard award by the American Heart Association and recognized regionally for our work in Cardiac and Stroke care.

 

Financial Consideration

The current contract's expiration date is September 30, 2019.  Funds will be available in FY 2019/2020 General Fund budget 291010 61430 for the first term of the new contract. Funding for future fiscal years will be paid from that years approved budget.
