Analysis
On November 14, 2014 the City of Grand Prairie awarded a feasibility study in the amount of $28,037.80 to Pacheco Koch, LLC to determine the preferred route alignment for a new storm trunk line necessary to drain the existing sump located at the East Main Street (US 180)/Missouri Pacific Railroad underpass. The feasibility study analyzed the existing storm drain system to include televising and environmental considerations for two (2) proposed improvement/alignment options.
• Alignment A included approximately 1,700 linear feet of storm drain improvements. The improvements extend from the northwest corner of the underpass along the railroad tracks to Jackson Branch. The preliminary Opinion of Probable Construction Costs for Alignment A was $1,310,286.
• Alignment B included approximately 1,500 linear feet of storm drain improvements. The improvements extend from the northwest corner of the underpass along the existing right-of-way of East Main Street (US 180) to Jackson Branch. The preliminary Opinion of Probable Construction Costs for Alignment B was $1,107,697.
This Change Order Amendment No. 1 in the amount of $116,683 to the contract provides for the design of Alignment B with a new storm trunk line necessary to drain the existing sump located at the East Main Street / Missouri Pacific Railroad Underpass. The preferred alignment (Alignment B) of the trunk line, determined in the Feasibility Study, is adjacent to the existing right-of-way of East Main Street. Design of the new storm system will meet current City of Grand Prairie drainage criteria and will be the design followed to upgrade the existing undersized storm system which frequently floods. Project scope will also include design of the relocation of existing water line within project limits, as required. The services to be provided for this project include topographic surveys, development of construction plans, easement documents, and to include oversight services of bidding and construction.
Design of this project is anticipated to begin in February 2015 with completion in May 2015, with bidding and construction services to follow once the easements are obtained. This engineering services contract will last until construction of this project is completed currently estimated by the end of December 2015.
Financial Consideration
Funding in the total amount of $116,683 is available in Storm Drainage Capital Project Fund (401592), WO #01405603 (E. Main St @ RR Bridge).
