On May 3, 2016 the City Council approved an architectural design contract with Gerdes, Henrichson & Associates (GHA) Architecture/Development (16-5586) for design of restaurant renovations and additions to Old Fire Station No. 1 in the not to exceed amount of $175,000. The goal was an engaging adapture reuse of Old Fire Station No. 1 into an exciting restaurant design that would further contribute to the revitalization of Downtown Grand Prairie and serve as a catalyst for further economic development along the Main Street corridor.
With the design process nearing a point of needing important cost estimation and constructability review, an RFP #16134 solicitation was advertised by the City in accordance with State law with respondents to the RFP required to submit their proposals no later than 9/20/2016. Four Construction Managers responded to the RFP. The selection committee reviewed all of the proposals and ultimately narrowed the field of four down to a list of three finalists, Hill & Wilkinson General Contractors, Lee Lewis Construction and Gadberry General Contracting, for interview purposes. On 9/21/2016 and 9/22/2016, interviews were conducted with all three firms. After grading of the candidates by the individual committee members and committee deliberations, Hill & Wilkinson General Contracting received the committee’s highest grade.
While the committee felt it had three outstanding firms to choose from, Hill & Wilkinson’s solid experience in restaurant remodel and construction projects of similar scale and schedule was a significant factor weighing in their favor, along with their prior Main Street renovation experience with the City and competitive proposal numbers. The committee came away with the sense that Hill & Wilkinson’s successful experience on similar facilities would result in a significant overall advantage and value to the City. Staff is recommending award to Council for the Pre-Construction CMAR contract award.
The Construction Manager at Risk pre-construction services involves development of conceptual project estimates, preliminary construction schedule, value engineering considerations and constructability review during the Design Phase.
Should Council approve Hill & Wilkinson General Contractors for CMAR contact award as recommended, City staff will begin working with Hill & Wilkinson General Contractors and GHA Architects on finalizing design and begin the process of CMAR bids for Subcontractors. The final guaranteed maximum price (GMP) will ultimately be confirmed and presented to Council for consideration and approval as an amendment to the initial contract at a later date.

Funding for the Construction Manager at Risk (CMAR) Contract with Hill & Wilkinson General Contractors for pre-construction services for renovations to Old Fire Station No. 1 in the amount of $10,000.00 and approve a construction services fee of 6% to be applied to the actual approved construction costs is available in the FY 2016/2017 Capital Lending and Reserve Fund (402690) 68540 (Construction).
