Analysis

Halff Associates was hired to design improvements to relocate City of Grand Prairie utility lines adjacent to the south side of Interstate 30 between NW 7th Street and Belt Line Road.  The Texas Department of Transportation is preparing to construct a three lane service road for eastbound traffic in the area between NW 7th Street and Belt Line Road, so all work on this project is completely reimbursable to the City via an agreement with the Texas Department of Transportation.

 

Halff Associates has prepared the plans and specifications for the water and wastewater relocations required as part of this project, and the project was bid as follows:

 

Construction of 2,947 linear feet of 24-inch water line, 717 linear feet of 30-inch water line, 30 linear feet of 36-inch water line, various water line appurtenances such as valves, 616 linear feet of 8-inch PVC sanitary sewer, 51 linear feet of 12-inch PVC sanitary sewer, 142 linear feet of 27-inch PVC sanitary sewer, 6 new sanitary sewer manholes, and 83,400 cubic yards of general site excavation to lower the hill where a billboard is presently located adjacent to Interstate 30.

 

The City of Grand Prairie advertised and received eight (8) bids for this project on Tuesday, March 22, 2016:

*Ark Contracting Services’ bid contained no unit price for the 24” water line installed by open cut, so the price noted is their total bid price with no price included for this item.  This did not affect the apparent low bidder.

 

Halff Associates and Staff recommend that this project be awarded to Jackson Construction for the low bid amount of $2,593,080.00.

 

Project is anticipated to begin construction in April 2016 with a construction timeline of 120 calendar days until completion

 

Financial Consideration

The bids received are within the budget for this project, as the Engineer’s Estimate for this project was $2,621,000.

 

Project funding in the total amount of $2,822,132 is available as follows:

 

WTER - $2,656,668

1. $1,859,389 is available in the Water Capital Projects Fund (500592) WO #01509103 (I-30 Service Road - WTER)

2. $797,279  is available by approving an ordinance transferring and appropriating from the unobligated fund balance in the Water Capital Projects Fund (500592) to WO #01509103 (I-30 Service Road - WTER)

 

WWST - $165,464

1. $143,126 is available in the Wastewater Capital Projects Fund (500692) WO #01510501 (I-30 Service Road -WWST)

2. $22,338 is available by approving an ordinance transferring and appropriating from the unobligated fund balance in the Wastewater Capital Projects Fund (500692) to WO #01510501 (I-30 Service Road -WWST)

AN ORDINANCE OF THE CITY OF GRAND PRAIRIE, TEXAS, AMENDING THE FY 2015/2016 CAPITAL IMPROVEMENTS PROJECT BUDGET BY TRANSFERRING AND APPROPRIATING $797,279 FROM THE UNOBLIGATED FUND BALANCE IN THE WATER CAPITAL PROJECTS FUND (500592) TO WO #01509103 (I30 SERVICE ROAD-WTER) AND $22,338 FROM THE UNOBLIGATED FUND BALANCE IN THE WASTEWATER CAPITAL PROJECTS FUND (500692) WO #01510501 (I30 SERVICE ROAD-WWST)

 

NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAND PRAIRIE, TEXAS:

 

SECTION 1.  THAT THE FY 2015/2016 Capital Improvements Project Budget be amended by transferring and appropriating $797,279 from the unobligated fund balance in the Water Capital Projects Fund (500592) to WO #01509103 (I-30 Service Road - WTER)

 

SECTION 2.  THAT THE FY 2015/2016 Capital Improvements Project Budget be amended by transferring and appropriating $22,338 from the unobligated fund balance in the Wastewater Capital Projects Fund (500692) to WO #01510501 (I-30 Service Road -WWST)
