Analysis
On August 15, 2012, Mayor England signed a Declaration of Disaster in regards to West Nile Virus. This declaration allows the City of Grand Prairie to request resources, including aerial spraying, from the State of Texas through the Dallas County Judge. The Declaration of Disaster is not allowed for more than seven days unless continued or renewed by the City Council. It may be necessary to request further resources from the State of Texas as the peak months for mosquito activity is August and September.

A RESOLUTION OF THE CITY OF GRAND PRAIRIE, TEXAS, EXTENDING THE DECLARATION OF DISASTER DUE TO THE WEST NILE VIRUS OUTBREAK WITHIN THE CITY LIMITS; PROVIDING THE CONSENT OF THE CITY COUNCIL TO THE CONTINUATION OR RENEWAL OF THE DECLARATION OF DISASTER UNTIL SEPTEMBER 21, 2012; PROVIDING AUTHORITY FOR THE CITY OF GRAND PRAIRIE, TEXAS TO PARTICIPATE IN AERIAL SPRAYING FOR THE PURPOSE OF MOSQUITO ERADICATION; AND PROVIDING AN EFFECTIVE DATE.
Whereas, over 200 human cases of West Nile Virus infection have been diagnosed within Dallas County; and
Whereas, the Center for Disease Control officials and the state's Health Commissioner are recommending that action be taken to initiate aerial spraying activities to combat the disease; and
Whereas, the City of Grand Prairie does not possess adequate facilities to effectuate aerial spraying and may require additional emergency resources; and
Whereas, the City Council has determined that additional measures must be taken to abate the public health threat;
NOW THEREFORE, BE IT RESOLVED, by the City Council of the City of GRAND PRAIRIE, Texas that:
Section 1. Pursuant to 418.018 (b) of the Government Code, the state of disaster will be extended until September 21, 2012 or until such time as the City Council deems the disaster over.
Section 2. Pursuant to 418.018 (c) of the Government Code, the declaration shall be given prompt and general publicity and shall be filed promptly with the City Secretary.
SECTION 3. That this Resolution shall be and become effective immediately upon its adoption and approval.
