On November 15, 2011, the City of Grand Prairie awarded a construction contract to McMahon Contracting, L.P in the total base bid amount of $7,942,491 and alternate amount of $100,819 for a total contract amount of $8,043,310; Material Testing in the amount of $125,464; In-House Engineering in the amount of $79,425; 5% Contingency in the amount of $402,165 for a grand total project request of $8,650,364 for Lake Ridge Parkway Widening between Joe Pool Lake Marina and Great Southwest Parkway
This Change Order/Amendment No. 3 in the net negative amount of ($53,595.16) provides for deleting unneeded items related to the proposed retaining wall construction along Lakeridge Parkway, these items are temporary shoring, spread footing, flumes and other miscellaneous work. The reason behind deleting these items is due to revisions made by the retaining wall subcontractor/vendor and due to design changes and utility conflicts in the area where the retaining walls would be built without incorporating these deleted items of work. This change order also provides for deleting the proposed sidewalk along the west side of Lakeridge Parkway between Camp Wisdom Road and Travis Drive; this sidewalk is not currently needed since it would be constructed along an undeveloped property. Also included in this change order is the removal and replacement of sidewalk between Palmer and Great Southwest Parkway. This sidewalk replacement is required for the most part due to grade issues and poor physical & structural conditions. This change order also includes repairs to the Lake Parks subdivision irrigation system which was damaged for the most part by unknown franchise utilities working in the same construction area.
Change Order/Amendment No. 2 ($28,460.21) provided repairing irrigation system for High Hawk Addition. Installing four project signs and cleaning existing drainage culverts to allow interim drainage of the roadway.
Change Order/Amendment No. 1 (12-1673 for $78,967.67) provided for ten (10) advisory speed limit signs for 35mph under 2-way dividers and 25 mph at reverse curve at the southern crossover of traffic from 4-lane to two lane traffic, furnishing 6" layer of Type A, Grade 4 flex base material (size No. 57 crushed stone) for drainable base in lieu of TY A Grade 1 flex base, deleting temporary cross over at north end of project and deleting 225 Linear feet of 18" PVC waterline. This change order also provided for fiber optic conduit item adjustments for the Lake Ridge conduit modification lay-out for the new Lake Parks rescue facilities including Fire Station No.7 at Lynn Creek Road.
Revised completion date will be February 18, 2013.
Financial Consideration
State statutes require City Council approval of a change order when the cumulative cost of this change order exceeds $50,000. With approval of this change order, the City Manager will be able to approve the change order to a cumulative value of $50,000 without additional Council approval. Also, the City, as an owner, reserves the right to increase the amount of the work to be performed in a given construction contract by an amount not to exceed twenty-five (25%) percent of the original bid.
Total increase for Change Order No. 3 is $240,739.49 and decrease of $294,334.65 for a net negative change order amount of ($53,595.16). No Additional funding required for this change order. Grant 300596 WO #36512001 (Lakeridge Parkway).
