Analysis

The Police Department has proposed to purchase twenty-six (26) 2020 Chevrolet Tahoe fleet vehicles from General Motors in the FY 2019/2020 General Budget process.  The Department received notification from General Motors that the order window for 2020 models will be closed prior to October 1, 2019, and that only 12,000 units will be manufactured. General Motors is preparing to cease production of the 2020 model early, in order to start production of a newly designed 2021 model.  This change necessitates the early closure of their production plant for refitting, which requires the purchase of the 2020 models to be expedited.   In addition to the vehicle purchase, the requisite purchase of peripheral equipment to outfit each Tahoe is also necessary.

City Council previously awarded bid #19023 to Freedom Chevrolet for the purchase of 42 Police Pursuit Chevrolet Tahoe fleet vehicles.  Since the award, the City has purchased 24 Tahoe fleet vehicles, and has 18 remaining on the award, which we will purchase at this time.  However, a proposed change order #1 is required to purchase the additional 8 Tahoe fleet vehicles, for a total purchase of 26.  Because there is a possibility of the need for future replacements, the Police Department is requesting the authorization for two additional units to address this possibility.  These two possible replacements will be purchased at a later date if needed.  If approved, this change order would increase the contract by the 25% State law maximum or $366,373.00 allowing for the quantity of Tahoes to be increased by the 28 required.

Chapter 271.102 of the Local Government Code authorizes local governments to participate in a cooperative purchasing program with another local government or local cooperative organization. In lieu of competitive bidding, items and services may be purchased through such agreements as the agreements have already been bid by the sponsoring entity or agency.  The City of Grand Prairie has master inter-local cooperative agreements with various entities including BuyBoard, DIR, and HGAC.

City Council previously awarded an interlocal price agreement to Main Street Installers, Inc., for police vehicle graphics utilizing their BuyBoard Contract# 521-16.  Change Order #1 in the amount of $15,000 is necessary to allow for the 26 proposed Tahoe fleet vehicles to be equipped with police graphics.

Defender Supply is also available under BuyBoard contract for emergency vehicle lighting and peripherals,(BuyBoard Contract 524-17). Staff seeks approval to enter into an interlocal price agreement in the amount of $267,156.81.

GTS Technology Solutions (GTS), a State approved Department of Information Resources (DIR) vendor, has submitted a quote for $120,967.60 for 26 Panasonic “Toughbook” mobile laptops and accessories.

Applied Concepts contract for 26 Stalker Dual - 2 Antenna Radar Systems - (HGAC EF94-19) in the amount of $52,325.

The Finance and Government Committee reviewed this item on June 4, 2019 and reccomended that it be forwarded to Council for approval.

Financial Consideration

Funding for the purchase of police units and related equipment, in the amount of $1,530,798, is available by approving an ordinance transferring and appropriating from the unobligated fund balance in the Red Light Safety Fund.  Funding will be reimbursed from both the FY 2019/2020 General Fund and the FY 2019/2020 Equipment Acquisition Fund.
