Analysis
The City of Grand Prairie's Wastewater Collection System Master Plan identified segments within the City's collection system that require additional capacity to accomodate current and future peak wet weather flow. The required improvements consist of approximately 10,447 linear feet of existing 8-inch to 18-inch wastewater mains to be replaced or increased in size to 12-inch through 18-inch pipe in various locations within the City. These City of Grand Prairie projects represent the next phase of an on-going infiltration/inflow reduction initiative that prioritizes wastewater pipeline segments for replacement. These are located within sub-basins that the City's Master Plan identified as having a large amount of infiltration/inflow.
Eight groups of pipeline segments have been identified to be improved and these segments are included in the 2019 CWSR Application for Wastewater Replacements - Various Locations:
- Clarice Street
- NE 31st to Hensley Drive
- SW 5th Street
- NW 7th to Tarrant Road
- Cottonwood Creek
- NW Dallas Street to Fort Worth Street
- Indian Hills Trunk Line
- Small Hill Area
The City is receiving a loan from the Texas Water Development Board (TWDB) for the replacement/rehab of these locations for wastewater lines which transports raw wastewater from parts of the City's wastewater collection system.
The TWDB loan, which is not to exceed $3,672,000, is classified as a "green project" and therefore features 15% loan principal forgiveness of $550,800.
This item was presented to the Finance and Government Committee for their consideration on January 8, 2019.
Financial Consideration
Funding for the Engineering Contract with Espey Consultants, Inc. dba RPS Espey to Provide Preliminary and Final Project Design for the CWSRF 2019 Wastewater Replacement Mains in the amount of $459,203 and a 5% Contingency of $22,960 for a total of $482,163 is available as follows:
1. $450,000 is available in Wastewater Capital Projects Fund (500692) WO#01912503 (WWMP 2019 Projects (TWDB particpation))
2. $32,163 is available by approving an ordinance transferring and appropriating from the unobligated balance in the Wastewater Capital Projects Fund (500692) to WO#01912503 (WWMP 2019 Projects (TWDB particpation)).The City will issue revenue bonds for the actual construction of the project which pay the TWDB loan at 85% value (15% reduction).

AN ORDINANCE OF THE CITY OF GRAND PRAIRIE, TEXAS, AMENDING THE FY 2018/2019 CAPITAL IMPROVEMENT PROJECTS BUDGET BY TRANSFERRING AND APPROPRIATING $32,163 FROM THE UNOBLIGATED BALANCE IN THE WASTEWATER CAPITAL PROJECTS FUND (500692) TO WO #01912503 (WWMP 2019 PROJECTS (TWDB PARTICIPATION)).
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAND PRAIRIE, TEXAS:
SECTION 1. THAT THE FY 2018/2019 Capital Improvement Projects Budget be amended by transferring and appropriating $32,163 from the unobligated fund balance in the Wastewater Capital Projects Fund (500692) to WO #01912503 (WWMP 2019 PROJECTS (TWDB PARTICPATION)).
