Analysis

This approval request is to facilitate the increasing demand for high-speed network communication for the Public Safety Building. This communication network infrastructure upgrade project will increase the speed and reliability of the network at the Public Safety Building and allow for increased capacity for the Real Time Crime Center and future public safety technology initiatives. This will also increase the speed, reliability, integrity, and availability of the public safety network to employees, patrons, and citizens of Grand Prairie.

 

Chapter 271.102 of the Local Government Code authorizes local governments to participate in a cooperative purchasing program with another local government or local cooperative organization. In lieu of competitive bidding, items and services may be purchased through such agreements as the agreements have already been bid by the sponsoring entity or agency.  The City of Grand Prairie has master inter-local cooperative agreements with various entities including DIR.

 

DIR provides statewide leadership and oversight for management of government information and communications technology. DIR has served in a leadership role to facilitate the state’s economic competitiveness through its ability to deliver quality information resources commodities and services at the lowest prices and best value for state and local government as well as the K-12 public and higher education systems. 

 

The Cisco products the City requires are available under DIR contract# DIR-TSO-4167 through Flair   Data Systems, an authorized reseller. This contract was effective July 3, 2018 and set to expire July 20, 2020 with three additional one year renewals remaining. 

 

Financial Consideration

Funding for the purchase of networking equipment for a communication network infrastructure upgrade at the Public Safety Building in the amount of $198,231.91 from Flair Data System is available in the FY 2018/2019 Crime Tax Fund PD Personnel  (286110), Communication & Video Equipment (68270).
