Analysis
An estimated 140 CPR's are performed annually by the Grand Prairie Fire Department. Once CPR has begun it is imperative to provide continuous and consistent chest compressions until hospital staff are able to relieve the Paramedics of this function. The Lucas 2 Chest Compression system is a mechanical chest compression device. This device provides high quality compressions to patients in cardiac arrest. By using this device, the rate and depth of chest compressions remain consistent and continuous at all times, even during the movement of the patient downstairs, through narrow hallways and during transport. The device allows for the medic that would normally be performing compressions to be available to perform other time sensitive tasks. In addition, it also alleviates the Paramedic of standing in the back of the ambulance while in transport to the hospital increasing the medics safety.
The Lucas 2 device is one of two chest compression devices available. Autopulse is the other device manufactured and distributed by sole source Zoll Corporation. The Autopulse device is a restricting band that squeezes the entire chest. The Lucas 2 is a mechanical piston which is very similar to the action of normal rescuer provided chest compressions. From a patient positioning standpoint, the Lucas 2 provides an area to secure the patient's arms which keeps them from falling to the sides, a feature the Autopulse does not have. Zoll Corporation only offers a 2 year warranty on their device, Medtronics/Physio-Control offers a 4 year warranty. Both devices would require an interface with our current defibrillators. The Lucas 2 device is sole source, manufactured and distributed by Medtronics/Physio-Control, the same manufacturer as our LifePak15 defibrillators. Should an issue arise with the interface of the device to the defibrillator only one vendor would be needed to resolve the issue. It is the Medical Director's and the Fire Department's recommendation to purchase the Lucas 2 Chest Compression system from Medtronics/Physio-Control since it is the sole unit using a superior mechanical piston device that can also help secure the patients arms. The total cost of $167,650.15 for 8 devices that will equip all 8 front-line ambulances.

Financial Consideration
Funding to purchase of 8 Lucas 2 Chest Compression devices is available as follows:
1. $165,000 is available in the Capital and Lending Reserve Fund (402690) 68310 (instruments & apparatus) .
2. $2,651 by approving an ordinance transferring and appropriating from the unobligated fund balance in the Capital and Lending Reserve Fund (402690) to 68310 (instruments & apparatus).

AN ORDINANCE OF THE CITY OF GRAND PRAIRIE, TEXAS, AMENDING THE FY 2015/2016 CAPITAL AND LENDING RESERVE BUDGET BY TRANSFERRING AND APPROPRIATING $2,651 FROM THE UNOBLIGATED FUND BALANCE IN THE CAPITAL AND LENDING RESERVE FUND (402690) TO 68310 (INSTRUMENTS & APPARATUS).
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAND PRAIRIE, TEXAS:
SECTION 1. THAT THE FY 2015/2016 Capital and Lending Reserve Budget be amended by approving an ordinance transferring and appropriating $2,651 from the unobligated fund balance in the Capital and Lending Reserve Fund to 68310 (instruments & apparatus).
