Analysis

Price Agreement with Prime Controls, LP will be utilized by the Water Utilities Division for services that will include but is not limited to, instrumentation maintenance, service upgrades, calibration, troubleshooting, repairs and additional services on an “as needed” basis. The SCADA system is a critical part of Water Utilities daily operations to maintain control of the water and wastewater systems to ensure an adequate water supply and wastewater removal throughout the City of Grand Prairie.

Notice of bid #20009 was advertised in the Fort Worth Star Telegram and Bid Sync; it was distributed to 30 vendors. There were no Grand Prairie vendors available for this commodity.  Two (2) bids were received and opened as shown on attachment A.

The award was based on best value criteria set up in the specification, including material markup, reputation, quality of service, price, past relationship with the city and other municipalities, if they were local, and other relevant criteria as listed in the specification.

Prime Controls, LP meets specifications and is recommended for award.

It is important to have secondary vendors because these essential services may not always be readily available from the preferred vendor when needed. Therefore, we recommend that a secondary award to Kimark Systems, Inc. in order to obtain support if the primary vendor cannot meet delivery requirements.

Financial Consideration

Funding for the Price Agreement for Supervisory Control And Data Acquisition System (SCADA) from Prime Controls, LP and secondary with Kimark Systems, Inc is available in the FY 2019/2020 Water Operating Fund WDST (361211) for Water Well Maintenance (63045) and will be charged accordingly on orders through the end of the current fiscal year. Funding for future fiscal years will be paid from that year’s approved budgets.
