Analysis
In the past few years, the City has made significant investment to revitalize our downtown area with the Uptown Theater, Market Square, new facades, rebuilding sidewalks and improving drainage.
On February 2, 2016, the City Council authorized an Economic Development Agreement and five-year lease with Three 2 One, LP for the construction and operation of a restaurant by repurposing the old Fire Station 1 as a restaurant to bring more people into the downtown area. The old Police Station located 317 W. Main Street was found to not be a viable option for renovation due to asbestos and condition of the building. However, after demolition of the facility, the property would be a perfect candidate for additional downtown parking.
On July 6, 2016, two (2) bids were received for the demolition of old Police Station at 317 W. Main Street on RFB 16107. The apparent low bidder is Lloyd D. Nabors Demolition in the total amount of $34,700 and is recommended.
The current demolition contract will provide for demolition of 317 W. Main Street for the City of Grand Prairie. The entire building, including the underground portion, will be demolished and removed to include foundation and piers to a depth of 3 feet below grade. The structure including the basement is approximately 4,000 square feet. This will include haul off and proper disposal of all materials, the recycling of all qualified materials, and fill to bring the property back to the proper grade to allow for drainage of the site. The contractor will be saving 50% of the brick, stone and plaque and provide a drying rack. The air conditioning unit will also be saved.
Funds totaling $53,400 have been expended to date for environmental assessments, asbestos surveys and abatement of this structure thru existing price agreements with the City's environmental services division. Raising the project cost to date to approximately $88,100.
