On September 6, 2011, Council approved a staff request to submit an FY 2012 grant application with the Federal Transit Administration (FTA) in the amount of $734,997 in conjunction with funding for operations and maintenance of The Grand Connection transit system.  Included in that grant request was a $60,000 amount for future preparation of architectural plans for Transit office additions and renovations.  This action would allow the Transit offices, located at the City's Maintenance Service Center, to operate under improved conditions and more effectively serve its clientele.  If approved by the FTA, these funds would be set up in a Grant Account in which the City would be reimbursed on an 80/20 basis, meaning the City's actual participation for future design efforts would be limited to $12,000.
This design funding request was subsequently approved by the FTA as a part of the overall grant application.  In November 2011, an RFQ was issued by the City seeking qualifications of architectural firms for consideration and selection to provide professional design services relative to this project.  Four firms responded to the RFQ solicitation and after review by the selection committee, Komatsu Architecture graded the highest of the respondent firms.  Komatsu was then contacted to provide a design services fee proposal for consideration and recommendation to Council.  This firm has performed successfully in the past on numerous design commissions for the City.  
 
Komatsu has submitted a fee proposal in the amount of $51,260 that provides for existing conditions confirmation, furnishing selection and specification, and full design and construction administrative services through project construction.  In addition to Komatsu's fee proposal, staff has requested a 5% design contingency in the amount of $2,563 and a $5,000 amount for subsurface geotechnical investigation and report, resulting in a total request of $58,823.  It is again noted that the City's actual share of design fee costs for the project will be 20% with the FTA covering the remaining 80%.
