Analysis

The city-wide radio system provides radio communications to all City Departments who have a need for these communications, including Police, Fire and EMS among others. City operations, such as Police and Fire, require the system to remain in a good state of repair with little or no down time. This agreement includes a 24/7 repair response to all on-site infrastructure and equipment; microwave system service; network and system management; and system survey and analysis.

 

This request is for a one-year maintenance agreement for the city-wide radio communications system in the amount of $275,452.56.  There is no increase from the current fiscal year and the potential remains for a further decrease as a result of the anticipated change in the operation and maintenance of the city-wide system in the coming fiscal year with the addition of a full-time radio system manager.   

 

This agreement, which can be terminated with a 30-day notice, will have a maximum potential savings of $137,726.28, due to its anticipated cancellation after the second quarterly payment.  The potential savings will be applied toward the salary of the new radio manager full-time position and thereby eliminating the need for the maintenance piece of the agreement.   

 

The Finance and Government Committee reviewed this item on September 2, 2014 and recommended it be forwarded to the City Council.

 

The Public Safety, Health and Environmental Committee will review this item on September 3, 2014.

 

Financial Consideration

Funding for a one year maintenance agreement with Motorola, in the amount of $275,452.56, is available in the FY 2014/2015 Proposed General Fund; Police Department Account 282010 - 63105 (Communication Equipment Maintenance).
