Analysis
On March 18, 2014, City Council awarded a construction contract to MICA Corporation for the installation of 11 CCTV cameras and 7 CMS along SH 161 Frontage Roads from IH 20 to Rock Island.
 
Based on extensive field observations and site evaluation, taking into consideration the intent of the City's Incident Management Plan, adequate line-of-sight, and existing utility constraints it is recommended that three of the CMS be installed within NTTA R.O.W.
 
License Agreement with NTTA is necessary for implementation of this project due to installation of three CMS and associated field equipment on NTTA right of way.  This project is funded by Federal and State funds and City is only responsible for cost overruns.
 
This project will complement the City of Grand Prairie's existing Traffic Management System by monitoring traffic incidents and congestion through the installation of the CCTV cameras and systems that provide travelers with information on roadway travel conditions through visual displays such as CMS.
 
Financial Consideration
There is no cost to the City of Grand Prairie stemming from this agreement.

A RESOLUTION OF THE CITY OF GRAND PRAIRIE, TEXAS, AUTHORIZING THE CITY MANAGER TO ENTER INTO A LICENSE AGREEMENT WITH THE NORTH TEXAS TOLLWAY AUTHORITY (NTTA) FOR THE INSTALLATION OF THREE CHANGEABLE MESSAGE SIGNS WITHIN NTTA RIGHT-OF-WAY
 
Whereas,        pursuant to authority granted under the Regional Tollway Authority Act (the "Act") codified as Chapter 366 of the Texas Transportation Code, NTTA owns and operates a turnpike project known as the President George Bush Turnpike Western Extension (the "Project") that comprises limited-access tolled lanes running approximately 11.5 miles generally between extending generally from SH 183 south to IH 20 along the western boundary of Dallas County, Texas; and
 
Whereas,       pursuant to §§366.033 (a) (13) and (14) of the Act, NTTA is authorized to enter into leases, service agreements, licenses and similar agreements with public and private parties governing the parties' use of all or a portion of a turnpike project and do all things necessary to carry out the powers expressly granted; and
 
Whereas,       as part of Licensee's Incident Management Program, Licensee desires to install and maintain within the right of way of the Project  three changeable message signs ("CMS")  and all structures and equipment related thereto being referred to in this Agreement as the "ITS Equipment"; and
 
Whereas,       on and subject to the terms and conditions set forth in this Agreement, NTTA is willing to grant Licensee a license to install and maintain the ITS Equipment on the hereinafter designated portions of the Project;
 
 
NOW THEREFORE, BE IT RESOLVED, by the City Council of the City of GRAND PRAIRIE, Texas that:
 
Section 1.  The City Manager is authorized to enter into a License agreement with NTTA for the installation of Changeable Message Signs (CMS) on NTTA right-of-way.
