This equipment will replace existing construction equipment in the fleet according to the city replacement/improvement schedule and are included in the FY 2018 Approved Budget. The replaced units are:
From Holt CAT:
• one (1) 2018 CATERPILLAR INC Model: 938M QC Wheel Loader replacing one (1), unit, age 2005, wheel loader in Public Works (Streets) totaling $201,296;
• one (1) 2018 CATERPILLAR INC Model: 430F2 backhoe loader replacing one (1), unit, age 2008, backhoe loader in Public Works (Wastewater) totaling $119,250;
• one (1) 2018 CATERPILLAR INC Model: CB24B vibratory compactor replacing one (1), unit, age 2002, vibratory compactor in Public Works (Streets) totaling $46,304;
• one (1) 2018 CATERPILLAR INC Model: 415F2IL backhoe loader replacing one (1), unit, age 1999, backhoe loaders in Parks & Recreation totaling $69,817;
From R.B. Everett & Co.:
• one (1) 2018 Broce CRT350 road broom replacing one (1), unit, age 1997, road broom in Public Works (Streets) totaling $55,527.80.
Chapter 271.102 of the Local Government Code authorizes local governments to participate in cooperative purchasing programs with other local governments or local cooperative organizations. In lieu of competitive bidding, items and services may be purchased through such agreements as they have performed the bidding processes by the sponsoring entities or agencies. The City of Grand Prairie utilizes existing master, inter-local cooperative agreements with various entities including the Buyboard interlocal agreement.
Buyboard allows us to save money through "economies of scale", with the pooled purchasing power of their members. They include hundreds of school districts, municipalities, counties, other local governments, and nonprofit entities across Texas. They use the power of numbers as leverage to get better prices with the same vendors we use now. A fee of $400 is due in order to use Buyboard contract # 515-16 effective date December 01, 2016 and expiring November 30, 2019.
Financial Consideration
Funding is available in the following accounts:
1. $201,296 in the Equipment Acquisition Fund (253010-68320) Public Works (Streets);
2. $119,250 in the Water Wastewater Fund (361211-68360) Public Works (WDST);
3. $46,304 in the Equipment Acquisition Fund (253010-68320) Public Works (Streets);
4. $69,817 in the Equipment Acquisition Fund (314310-68320) PVEN General Fund;
5. $55,527.80 in the Equipment Acquisition Fund (253010-68320) Public Works (Streets).
