Analysis
In May 2015, Grand Prairie received the highest rainfall totals in recorded history. Receiving almost 17" of rain in one month tested all of the drainage systems in the area. The drainage channel structure near East Arkansas Lane and Forum Drive failed. The City was included in the Presidential Disaster Declaration following the flood events. FEMA Public Assistance is being pursued for reimbursement of these repairs.
Approximately one year ago we experienced Storm Drain failure due to a pipe separation under the street. This was accidentally found when Parks & Recreation was performing routine ground maintenance and the mower fell into a hole created by the pipe separation. The Storm Drainage failure is located on NE 5th Street at East Tarrant Road. Since this was unknown at the time of budgeting we are utilizing funds in work order #01707703 which are generally budgeted for bridge repair (a culvert being a type of bridge)
These project consist of selective demolition, erosion protection, grouted riprap, paving, culvert construction, headwall construction, guardrail installation, earthwork and vegetation at both locations. Also included at the East Arkansas Lane at Forum Drive location will be concrete removal, concrete placement and installation of reinforcing bar pins.
Notice of bid # 17032 was advertised in the Fort Worth Star Telegram, the State's Electronic Business Daily, and Bid Sync; it was distributed to 105 vendors. There were two Grand Prairie vendors available for this commodity. There were seven bids received as shown on Attachment A.
The low bid received from Nu-Way Construction, LLC. meets specifications and is recommended for award. The 5% contingency ($15,052) will be reserved by the City to deal with currently unknown matters as the project is completed and is not included in the contract executed with the vendor.
