Analysis

The Office of Emergency Management (OEM) is seeking ratification of the application and, if awarded, acceptance of funding for the FY2017 State Homeland Security Program (SHSP) Grant by signing the Sub-Recipient Agreement and other grant related documents from the Office of the Governor-Homeland Security Grants Division. The projects being funded through this grant program are regional projects identified by the North Central Texas Council of Governments (NCTCOG). Ratification is being requested due to time constraints as it was necessary to apply as a sub-applicant of NCTCOG. However, no funds have yet been awarded.

The total grant amount for these projects is $31,400. These funds will be managed by the OEM and allocated to the Police Department to provide and/or enhance emergency response equipment.

This item is expected to be presented and passed through the Public Safety, Health on April 3, 2017 and the Finance and Government committee on April 4, 2017. If approved, the item will be then be placed on the City Council agenda for final approval on April 4, 2017.

2017 SHSP - Grand Prairie - Ballistic Blankets

2017 SHSP - Grand Prairie - Night Vision

 

A survey conducted by the North Central Texas Council of Governments found that the City of Grand Prairie's SWAT Team had a need for ballistic blankets and night vision capabilities to enhance current operations.

Ballistic Blankets: Ballistic blankets are used to extended ballistic coverage while moving to a position of advantage, for use in protecting hostages from gunfire or shrapnel during hostage rescues, or for use in providing immediate ballistic protection to wounded officer and citizens during active shooter incidents. This project will enhance terrorism and criminal activity response for Grand Prairie's SWAT team by funding the purchase of ballistic blankets capable of providing protection from small arms fire and shrapnel from improvised explosive devices to officers and citizens during coordinated and complex terroristic attacks and active shooter incidents.

Night Vision: This project will enhance terrorism and criminal activity response for Grand Prairie's SWAT team by funding the purchase of night vision goggles capable of allowing SWAT personnel to operate safely in low light or no light conditions to protect officers and citizens when dealing with coordinated and complex terroristic attacks, hostage situations, and other criminal activity.

 

Financial Consideration

The City of Grand Prairie is committed to providing applicable matching funds; the Homeland Security Grant Program through UASI does not require any. Therefore, there is no cash match requirement for this funding source. In the event of loss or misuse of grant funds, the city will return all funds to the Office of the Governor (OOG).

RESOLUTION RATIFYING APPLICATION FOR THE FY2017 STATE HOMELAND SECURITY PROGRAM (SHSP) GRANT AND, IF AWARDED, AUTHORIZE THE CITY MANAGER TO ACCEPT FUNDING BY SIGNING THE SUB-RECIPIENT AGREEMENT AND OTHER GRANT RELATED DOCUMENTS FROM THE OFFICE OF THE GOVERNOR-HOMELAND SECURITY GRANTS DIVISION

Whereas, the City of Grand Prairie is expected to be awarded the FY2017 State Homeland Security Program (SHSP) Grant;

 

Whereas, the City will provide a cash match of $0 to the Office of the Governor-Homeland Security Grant Division, in which the Homeland Security Grant Program through SHSP does not require any;

 

Whereas, in the event of loss or misuse of grant funds, the city will return all funds to the Office of the Governor (OOG);

 

Whereas, this grant award would allow the City of Grand Prairie to accept this grant and purchase needed equipment during the grant performance period from October 1, 2017 through December 31, 2018;

 

NOW THEREFORE, BE IT RESOLVED, by the City Council of the City of GRAND PRAIRIE, Texas that:

 

Section 1.  The City Manager or designee is hereby authorized to apply for and accept the FY2017 State Homeland Security Grant Award and other grant related documents with the grant performance period from October 1, 2017 through December 31, 2018.

 

Section 2.  This resolution shall be in full force and effect from and after its passage and approval in accordance with the Charter of the City of Grand Prairie and it is accordingly so resolved.
