Analysis
A contract with Freese and Nichols, Inc. in the amount of $219,000 was approved by City Council on August 19, 2014 (14-3958). This contract provided for the roadway design of 3,600 feet of 4-lane divided thoroughfare in Oakdale Road between Roy Orr Blvd to the west and SH 161 to the east; this contract also provided for traffic signal design at the intersection of Oakdale Road and Roy Orr Blvd. This contract provided for the following services:
-Segment 1: full design and construction phase from Roy Orr Blvd and 600 feet to the east through city owned right of way which is an adjusted alignment for Roy Orr Blvd. Some additional Right-of-way will be needed for this section to transition into the existing pavement.
-Segment 2: 30% design of the remaining 3,000 feet eastward to SH 161 in anticipation of possible future development. Final design of this segment will be performed under a separate contract in 2019 and beyond.
Change order/amendment No. 1 approved by the City on July 13, 2015 deleted the retaining wall design from the original contract as these services would not be required (-$7,000) and designed a relocation of approximately 500 LF of 12" water line at the existing Oakdale Road turn just east of Roy Orr Blvd ($8,541) for a net amount of $1,541 and a cumulative change order amount of $15,541.
The current change order/amendment No. 2 in the amount of $42,940 modifies the bidding from typical low bid to a competitive sealed (best value) proposal and adds design for a storm drain main from the existing 10'x9' box crossing Oakdale to Hardrock Road west of SH-161. This storm drain modification would have been required in segment 2 design of Oakdale.
Revised contract amount will be $263,481 with an expiration date of January 16, 2017.
Financial Consideration
State statutes require City Council approval of a change order when the cumulative cost of change orders exceeds $50,000. Cumulative amount of change order/amendments No. 1 and No. 2 is $52,181.
Funding in the amount of $42,940 is available in Street Capital Projects Fund (400192) WO #01406303 (Oakdale - Roy Orr to 161) 68560 (Eng/Con/Geo)
