Analysis
The existing Christmas tree is of an age that needs $10,000 in repairs, which includes welding, electrical, lighting. Rather than spend that on an old tree, staff proposes buying a new tree for $33,846.37 from The Décor Group in Irving. The 34’ tree would be 194” in diameter, have 59,999 tips and 26,300 warm mini LED lights. Staff also proposes investing in some new ornaments for the tree to supplement existing, and phase out those old ornaments that are broken or discolored. The outdoor shatterproof ornaments ranging in size from 6” to 12” from The Décor Group would cost $14,927.50.
The tree and ornaments were bid June 30, 2017 and due July 12, 2017. Three bids were received. Lowest, most responsive bid was from The Décor Group.
Financial Consideration
Funding for a contract with The Décor Group for the purchase of a 34’ Christmas tree and ornaments for $48,774 is available by approving an ordinance transferring and appropriating from the unobligated fund balance in the Municipal Facilities Capital Projects Fund, (405090), WO #01715203 (Christmas Tree and Ornaments). The project for outdoor signage at City Hall was put on hold pending a possible larger project involving City Hall campus buildings and layout. Funds in the amount of $70,000 was released, therefore making it possible to purchase the Christmas Tree and ornaments.

AN ORDINANCE OF THE CITY OF GRAND PRAIRIE, TEXAS, AMENDING THE FY 2016/2017 CAPITAL IMPROVEMENT PROJECTS BUDGET BY TRANSFERRING AND APPROPRIATING $48,774 FROM THE UNOBLIGATED FUND BALANCE IN THE MUNICIPAL FACILITIES CAPITAL PROJECTS FUND (405090), WO #01715203 (CHRISTMAS TREE AND ORNAMENTS).
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAND PRAIRIE, TEXAS:
SECTION 1. THAT THE FY 2016/2017 Capital Improvement Projects Budget be amended by transferring and appropriating $48,774 from the unobligated fund balance in the Municipal Facilities Projects Fund (405090), WO #01715203 (Christmas Tree and Ornaments).
