Analysis

The City initially engaged Catalyst Commercial and its team of co-consultants in April 2018 to conduct a detailed analysis of Main Street and Grand Prairie’s historic Downtown.

 

After months of meetings (including a weeklong Design Charrette), Catalyst and its partners began to share their thoughts with staff - and a Main Street Task Force guided by Deputy City Manager Steve Dye. 

 

Catalyst Commercial President Jason Claunch delivered a Draft Plan to staff in late 2018 and presented the Draft Plan to the City Council’s Development Committee on February 18, 2019.  On March 18, 2019, Mr. Claunch presented the plan to the full Council during a Staff Briefing - and handed each Councilmember a flash drive with the Main Street Plan and a copy of the presentation PowerPoint.

 

Meanwhile, Staff and Catalyst officials continue to communicate with both the North Central Texas Council of Governments and the Texas Department of Transportation about the possibility of a “turn back” of a portion of Main Street, as was recommended within the Draft Plan.  NCTCOG officials have noted how adoption of the Plan will help the Regional Transportation Council (the transportation entity funded through NCTCOG’s role as a Metropolitan Planning Organization) to help fund some of the improvements necessary through an eventual Main Street turn back.

 

Therefore, Staff is returning to Council with a Resolution for their consideration to adopt this Main Street Plan.

A RESOLUTION OF THE CITY OF GRAND PRAIRIE, TEXAS, TO ADOPT A MAIN STREET PLAN

 

Whereas, the City of Grand Prairie has an historic Downtown along portions of Main Street and Jefferson Drive that sets it apart from many other North Central Texas communities - as identified by a Special Edition of D Magazine in  2018; and;

 

Whereas, consultants associated with Catalyst Commercial and selected associate partners were engaged to assist the City in evaluating the market of Grand Prairie’s Downtown, to consider how the City might merchandise Main Street’s assets - and to make recommendations on how the City might activate both the Main Street corridor as well as the vision prepared by OMNIPLAN for the IH-30/Belt Line Road corridor; and                      

 

Whereas, Catalyst worked with City staff, Main Street businesses, property owners, commercial brokers, Councilmembers and others - and even conducted a week-long Design Charette to help establish a Plan for implementing what they’d seen and heard; and                      

 

Whereas, Catalyst officials have since returned and presented their recommendations to a Main Street Task Force, the Council Development Committee and ultimately the full City Council - as well as delivered a flashdrive with the Draft Plan to Councilmembers and City Management.                      

 

NOW THEREFORE, BE IT RESOLVED, by the City Council of the City of GRAND PRAIRIE, Texas that:

 

Section 1.  THAT the attached Main Street Plan is hereby adopted by City Council and approved for implementation and communication to property owners, prospective developers and commercial real estate brokers.
