SUMMARY:
Preliminary Plat for Brighton Estates Phase 1A, creating 61 residential lots and five open space lots on 19.35 acres.
PURPOSE OF REQUEST:
The applicant intends to develop a subdivision with 61 single family lots and five open space lots on 19.35 acres. The purpose of the preliminary plat review process is to determine if the proposed development can be adequately served by the time of final platting.

Common Areas
The preliminary plat includes five open space lots on about 7 acres which will be dedicated to and maintained by a mandatory homeowners association. Landscaping and perimeter screening wall will be placed in the open space lots along Great Southwest Parkway and Forum Drive. The developer has proposed a private park, playground, and dog park as amenities in the internal open spaces.
New residential subdivisions are required to provide a centralized mail delivery kiosk. The proposed location of the mail kiosk is on lot 6X, Block B. The developer must submit written documentation of a central mail service delivery agreement with USPS to the Planning Department prior to final plat approval.
Drainage
The developer has submitted preliminary engineering plans; final engineering plans are required with the final plat. The project will require third party drainage review for detention analysis, cross-checks with the design of Great Southwest Parkway and the floodplain of Prairie Creek. Detention analysis will determine if detention/retention facilities are required. Open space depicted on the preliminary plat is sufficient to accommodate detention/retention facilities.
Access
The proposed subdivision is accessible from Great Southwest Parkway and Forum Drive. The preliminary plat depicts internal streets that provide access to individual lots and circulation within the subdivision. Right-of-way for proposed streets will be dedicated with the final plat.
Access to the subject property during the construction of Great Southwest Parkway will be limited to points along Forum Drive. Entrances to the subdivision off of Great Southwest Parkway may be constructed after the completion of Great Southwest Parkway or through coordination with the City, the City’s design engineer, and the City’s contractor.
RECOMMENDATION:
The Development Review Committee (DRC) recommends approval.
