Analysis
Consultant firm of Schrickel, Rollins and Associates was contracted to develop design plans and construction documents for trail extension from Norwich Street to Matthew Road. The design includes a bridge structure crossing of the Willis Branch tributary of Fish Creek with a span of approximately 100 feet.
The Fish Creek Central segment of the Fish Creek Linear Park will connect the existing 2.5 mile segment west to Arlington and to the east with connections to the trail segments along Lake Ridge Parkway.
Notice of construction bid #19105 was advertised and distributed to 24 vendors. A total of 6 bids were received. There were no Grand Prairie vendors available for this service. The specifications were written on a best value bid method. The recommended bidder for this project is Northstar Construction based on the specified bid criteria.
Financial Consideration
Funding in the amount of $451,266 is available as follows:
1. $370,146 is available in the Streets Capital Projects Fund (400192), WO #01713703 (Fish Creek Linear Park Expansion)
2. $81,120 is available by approving an ordinance transferring and appropriating from the unobligated fund balance in the Park Capital Projects Fund (317193), to the Streets Capital Projects Fund (400192) WO #01713703 (Fish Creek Linear Park Expansion)

AN ORDINANCE OF THE CITY OF GRAND PRAIRIE, TEXAS, AMENDING THE FY 2018/2019 CAPITAL IMPROVEMENTS PROJECTS BUDGET BY TRANSFERRING AND APPROPRIATING $81,120 FROM THE UNOBLIGATED FUND BALANCE IN THE PARKS CAPITAL PROJECTS FUND (317193) TO THE STREET CAPITAL PROJECTS FUND (400192), WO # 01713703 (FISH CREEK LINEAR PARK EXPANSION)
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAND PRAIRIE, TEXAS:
SECTION 1. THAT the FY 2018/2019 Capital Improvements Projects Fund be amended by transferring and appropriating $81,120 from the unobligated fund balance in the Parks Capital Project Fund (317193) to the Streets Capital Project Fund (400192), WO # 01713703 (Fish Creek Linear Park Expansion).
