Analysis
The National Highway Traffic Safety Administration studies show that nearly 97 percent of Americans view drinking and driving by others as a threat to their families and themselves. Indeed, Americans support tougher DWI enforcement and rank drunk driving ahead of healthcare, poverty, the environment and gun control as an important social issue. The majority of Americans support increased enforcement efforts.
According to the Texas Department of Transportation, in 2010 there were 25,032 alcohol-related crashes in Texas that resulted in 1,057 deaths and 16,877 injuries. In 2010, 24 percent of people killed in alcohol-related crashes in Texas were between the ages of 20 and 25, though that age group represents only 9 percent of the overall State population. More alcohol-related crashes occur between 2 a.m. and 3 a.m. than any other hour of the day. Also, more alcohol-related crashes occurred on Saturday than any other day of the week.
This grant opportunity will benefit the citizens of Grand Prairie and toward continued efforts to keep the area roadways safe.
The on line grant application process started November 27, 2012 and required a signed executed grant application prior to the December 11, 2012, council meeting.
Financial Consideration
The grant period begins October 1, 2012 and ends September 30, 2013. There is no cost to the City. The Texas Department of Transportation will fund $20,000 to pay overtime salaries, including fringe benefits, for enforcement efforts.

A RESOLUTION OF THE CITY OF GRAND PRAIRIE, TEXAS, AUTHORIZING THE CITY MANAGER TO EXECUTE A GRANT AGREEMENT WITH TxDOT FOR DWI ENFORCEMENT DURING THE CHRISTMAS/NEW YEAR, SPRING BREAK, INDEPENDENCE DAY AND LABOR DAY HOLIDAY PERIODS.
WHEREAS, the Grand Prairie Police Department wishes to participate in an intensified DWI enforcement effort during the Christmas/New Year, Spring Break, Independence Day and Labor Day holiday periods;
WHEREAS, the City will provide a cash match of $0 to the Texas Department of Transportation;
WHEREAS, in the event of loss or misuse of Texas Department of Transportation funds, the City of Grand Prairie assures that the funds will be returned to the Texas Department of Transportation in full;
NOW THEREFORE, BE IT RESOLVED, by the City Council of the City of GRAND PRAIRIE, Texas that:
SECTION 1. The City Manager is hereby authorized to apply for and accept a grant in the amount of $20,000 for DWI Enforcement during the Christmas/New Year's, Spring Break, Independence Day and Labor Day holiday periods.
SECTION 2. This resolution shall be in full force and effect from and after its passage and approval in accordance with the Charter of the City of Grand Prairie and it is accordingly so resolved.
