On October 2nd 2007, the City of Grand Prairie approved Ordinance 7677 replacing Ordinance 7001 and updating the Drainage Plan Review Fees.
Developers in Grand Prairie are required to deposit this Drainage Plan Review Fee up front to have a third party engineering consultant working for the city to perform the Drainage review for their project.
The consulting firm of Halff Associates has performed these reviews for the City of Grand Prairie and they have now requested an adjustment in the review fees due to higher cost. Halff is very familiar with the City of Grand Prairie drainage requirements and have performed many of the drainage master Plan studies.
Staff is recommending that Ordinance 7677 be amended to amend the drainage plan review fees.

AN ORDINANCE OF THE CITY OF GRAND PRAIRIE, TEXAS AMENDING ORDINANCE 7677 TO AMEND THE DRAINAGE PLAN REVIEW FEE; PROVIDING A SAVINGS CLAUSE AND A SEVERABILITY CLAUSE; AND PROVIDING AN EFFECTIVE DATE
WHEREAS, the City Council has determined that it is important that Engineering Plans be reviewed for compliance with Federal, State and City Ordinances and requirements;
WHEREAS, it is important that a detailed drainage review be performed;
WHEREAS, the City Council has determined that the Drainage Plan Review Fees set forth in Ordinance 7677 should be amended
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAND PRAIRIE, TEXAS:
SECTION 1
That the Drainage Plan Review Fee adopted in Section 1 of Ordinance 7677 is hereby amended as follows:
"Single Family Residential:
a. $3,000 for the initial drainage plan review.
b. No fee is to be charged for the submission of the first modifications (i.e., second review) of the initial submission. This applies only if it includes those modifications required in response to the initial review requirements and comments. For major modifications the same fees as for the initial review may apply.
c. $750 for the third, and each subsequent review of the plans.
Multi-Family Residential, Commercial and/or Industrial:
a. $3,000 for the initial drainage plan review.
b. No fee is to be charged for the submission of the first modifications (i.e., second review) of the initial submission. This applies only if it includes those modifications required in response to the initial review requirements and comments. For major modifications the same fees as for the initial review may apply.
c. $750 for the third, and each subsequent review of the plans.
Detention Ponds:
a. $1,500 for the initial review of each pond design using the modified rational method.
b. $2,500 for the initial review of each pond design using the unit hydrograph method.
c. No fee is to be charged for the submission of the first modifications (i.e., second review) of the initial submission. This applies only if it includes those modifications required in response to the initial review requirements and comments. For major modifications the same fees as for the initial review may apply.
d. $750 for the third, and each subsequent review of the pond(s).
Hydrology and Hydraulic Studies:
a. $3,000 for the initial hydrology and hydraulic study review.
b. No fee is to be charged for the submission of the first modifications (i.e., second review) of the initial submission. This applies only if it includes those modifications required in response to the initial review requirements and comments. For major modifications the same fees as for the initial review may apply.
c. $1,500 for the third, and each subsequent review of studies.
CLOMR/LOMR Review:
This would be a review of the submittal package to ensure consistency between hydraulic models, work Maps, and FIRM maps and also that sufficient information has been provided for submittal to FEMA.
a. $3,000 for the initial review including a Floodplain Development Permit Application.
b. No fee is to be charged for the submission of the first modifications (i.e., second review) of the initial submission. This applies only if it includes those modifications required in response to the initial review requirements and comments. For major modifications the same fees as for the initial review may apply.
c. $1,500 for each subsequent review. Major modifications may require the initial review fee.
Storm CAD Model Preparation:
a. $1.50 per linear foot for preparation of the StomCAD model as presented in the 90% level design plans.
b. Model will be consistent with methodologies utilized in the City-Wide Internal Storm Drainage Master Plan.
c. StormCAD model will be delivered to the City Staff upon completion of drainage plan review. Review consultant will address all City Staff comments to model prior to acceptance by the City.
d. Model preparation will not include updates based on as-built changes to the storm drain system.
The following general requirements shall apply:
a. 90% plans shall be submitted for review to include the City of Grand Prairie’s “Private Development Plan Review Check List” and all the information requested therein. Submittals will not be accepted without a completed checklist.
b. Developer to provide copies of any an all associated on-site drainage background information to include plans or studies for the review with the initial submission.
c. Current drainage requirements shall apply. There shall be a month period for the use of criteria from the date of the initial submittal for review.
d. All review comments shall be addressed with subsequent submittals. The Design Engineer shall provide written responses to all disputed comments.
e. All previously reviewed plans shall be submitted with each subsequent review.
f. City Staff will help to resolve issues.
g. Cost for meetings with the review consultant is $500 per meeting.
h. Since this is a pass through cost, funds not used for the review shall be reimbursed to the Developer.
i. When warranted; and as determined by the City; the developer shall compensate for the additional cost of review fees.
SECTION 2
That all ordinances or parts of ordinances in conflict herewith are hereby repealed.
SECTION 3
That Ordinance 7677, as amended, shall be and remain in full force and effect save and except as amended by this Ordinance.
SECTION 4
That the terms and provisions of this Ordinance are severable and are governed by Section 1-8 of the Code of Ordinances of the City of Grand Prairie, Texas.
SECTION 5
That this Ordinance shall be and become effective immediately upon and after its passage and approval.
