Analysis

The Office of Emergency Management (OEM) is seeking ratification of the application and acceptance of funding for the FY2015 State Homeland Security Program (SHSP) Grant by signing the Sub-Recipient Agreement and other grant related documents from the Office of the Governor-Homeland Security Grants Division. The projects being funded through this grant program are regional projects identified by the North Central Texas Council of Governments (NCTCOG). Ratification is being requested due to time constraints as it was necessary to apply as a sub-applicant of NCTCOG.

The total grant amount for these projects is $17,200.00. These funds will be managed by the OEM and allocated to the Fire Department to provide and/or enhance emergency response equipment.

This item will be placed on the City Council consent agenda for final approval on December 12, 2017.

2015 SHSP - Grand Prairie - Digital Pressure Test Kits


A survey conducted by the North Central Texas Council of Governments found that the City of Grand Prairie's Hazmat Team, as well as other regional teams, had a need for Digital Pressure Test Kits to enhance current operations.

Digital Pressure Test Kits: Personal Protective Equipment Test Methods OSHA, EPA, NFPA and the Code of Federal Regulations mandate regular testing of Vapor Tight Chemical Protective Suits. Suit testing is required to conform to ASTM and CE methods conducted annually, upon acceptance of the suit, and after each use (training or incident event). Current methods to comply with this mandate have fallen short of satisfactory due to the lack of equipment availability in the region. Vapor protective suit testing is a critical safety component to the response capabilities of our first responders.

Financial Consideration

The City of Grand Prairie is committed to providing applicable matching funds; although the Homeland Security Grant Program through UASI does not require any. As a result, there is no cash match requirement for this funding source. In the event of loss or misuse of grant funds, the city will return all funds to the Office of the Governor (OOG).

RESOLUTION RATIFYING APPLICATION FOR THE FY2015 STATE HOMELAND SECURITY PROGRAM (SHSP) GRANT AND, IF AWARDED, AUTHORIZE THE CITY MANAGER TO ACCEPT FUNDING BY SIGNING THE SUB-RECIPIENT AGREEMENT AND OTHER GRANT RELATED DOCUMENTS FROM THE OFFICE OF THE GOVERNOR-HOMELAND SECURITY GRANTS DIVISION

Whereas, the City of Grand Prairie is expected to be awarded the FY2015 State Homeland Security Program (SHSP) Grant;

 

Whereas, the City would provide a cash match to the Office of the Governor-Homeland Security Grant Division, although this specific Homeland Security Grant Program through SHSP does not require one;

 

Whereas, in the event of loss or misuse of grant funds, the city will return all funds to the Office of the Governor (OOG);

 

Whereas, this grant award would allow the City of Grand Prairie to accept this grant and purchase needed equipment during the grant performance period from September 1, 2017 through December 31, 2017;

 

NOW THEREFORE, BE IT RESOLVED, by the City Council of the City of GRAND PRAIRIE, Texas that:

 

Section 1.  The City Manager or designee is hereby authorized to apply for and accept the FY2015 State Homeland Security Grant Award and other grant related documents with the grant performance period from September 1, 2017 through December 31, 2017.

 

Section 2.  This resolution shall be in full force and effect from and after its passage and approval in accordance with the Charter of the City of Grand Prairie and it is accordingly so resolved.
