Analysis

On February 5, 2019 the City Council approved an architectural design contract with Brown Reynolds Watford (BRW) Architects (19-8643) for design of a new Fire Station 3 in the amount of $759,900 along with a 5% design contingency in the amount of $36,745 for a total of $796,645.

 

With the design process soon to reach a point of needing important cost estimation and constructability review, an RFP #19077 solicitation was advertised by the City in accordance with State law with respondents to the RFP required to submit their proposals no later than 03/14/2019.  Fourteen (14) Construction Managers responded to the RFP.  The selection committee reviewed all of the proposals and ultimately narrowed the field of fourteen down to a list of four (4) finalists, Key Construction, Pogue Construction, Modern Contractors and AUI Partners for interview purposes.  On 03/20/2019, interviews were conducted with all four firms.  After grading of the candidates by the individual committee members and committee deliberations, AUI Partners received the committee’s highest grade and is being recommended to Council for the pre-construction CMAR contract award.

 

While the committee felt it had four outstanding firms to choose from, AUI Partners’ competitive pricing, staff experience in fire station construction and their overall team chemistry were all significant factors weighing in their favor.  The committee came away with the sense that AUI Partners’ successful experience on similar facilities under similar schedules and logistic requirements, along with their sincere appreciation for the City of Grand Prairie opportunity, would result in a significant advantage to the success of the project for the City.

 

Construction Manager at Risk pre-construction services involve development of conceptual project estimates, a preliminary construction schedule, value engineering considerations and constructability review during the Design Phase.

 

Pending determination of a final project construction cost within the planned overall budget, a subsequent contract award shall be comprised of AUI Partners’ field and office staff, General Conditions and construction services fee based on a 1.50% fee applied to the construction cost.  A guaranteed maximum price (GMP) will ultimately be confirmed and brought before City Council for final overall project cost award and approval.

 

Should Council approve AUI Partners for CMAR contract award as recommended, City staff will begin working with AUI Partners and BRW Architects on finalizing design and begin the process of obtaining CMAR bids from Subcontractors. Once available, the final GMP amounts will then be presented to City Council for consideration and approval as amendments to the initial contract.

 

Financial Consideration

Funding for the land purchase and design of Fire Station 3 project was included as part of the current year's Capital Improvement Budget. Funding is available in the Fire Capital Projects Fund (400591), WO #01800401 (Station Relocation 3 Land Purchase and Design).

 

Funding for the construction in the amount of $7,000,000 for Fire Station 3 was approved during the FY 2018/2019 budget process for allocation in 2020 budget allocations.
