Analysis

In the course of repair and replacement of water and wastewater lines, Public Works Water Utilities must often excavate street pavement and sidewalks. The City has approved funding for the restoration of pavement and sidewalks disturbed through the execution of these utility repairs. The price agreement for which we seek approval is with contractors who will perform these restorations.

 

Notice of bid #20000 was viewed by 21 vendors. There were no Grand Prairie vendors available for this commodity. Two bids were received as shown on attachment A.  The award was based on best value criteria set up in the specification, including price, qualifications, references, past relationship with the city and other municipalities, and if they were local among other relevant criteria as listed in the specification.

 

The bid received from New Star Grading & Paving meets specifications and is recommended for award.

 

The secondary vendor, NPL Construction, Inc., will only be used if the primary vendor cannot fulfill the needs of the City.

 

Financial Consideration

Funds are available in FY 2020/2021 Wastewater Capital Projects Fund (500592) WO #02009403 (FY 20 WWST Utility Cuts) and will be charged accordingly on orders through the end of the current fiscal year. Funding for future fiscal years will be paid from that year's approved budgets.
