The City Council at their May 1st, 2012 meeting authorized the City Manager to enter into a Local Project Advance Funding Agreement (LPAFA) with TxDOT for the installation of Closed-Circuit Television (CCTV) cameras and arterial directional Changeable Message Signs (CMS) at major intersections on SH 161 frontage roads from IH 20 to Rock Island for a total project cost of $575,939.34.
The City Council at the March 18, 2014 meeting approved Amendment #1 which increased the funding by $375,000 to a total project cost of $967,638.50.
This agreement is intended to authorize and agree to reimburse TXDOT for its expenses and labor cost associated with material inspection and testing services that is not currently covered by executed LPAFA.
Financial Consideration
Funding for the City Manager to enter into an Agreement with TxDOT for material inspection and testing services, in the amount of $2,500, is available in the Street Capital Projects Fund (400192), WO #01305803 (CCTV Camera Installation).

A RESOLUTION OF THE CITY OF GRAND PRAIRIE, TEXAS, AUTHORIZING THE CITY MANAGER TO ENTER INTO AN INTERLOCAL AGREEMENT WITH THE TEXAS DEPARTMENT OF TRANSPORTATION (TXDOT) FOR MATERIALS INSPECTION AND TESTING SERVICES PRIOR TO THE INSTALLATION OF CLOSED CIRCUIT TELEVISION (CCTV) CAMERAS AND ARTERIAL DIRECTIONAL CHANGEABLE MESSAGE SIGNS (CMS) ALONG SH 161 FRONTAGE ROADS FROM IH 20 TO ROCK ISLAND
Whereas, the City of Grand Prairie has entered into a Local Project Advance Funding Agreement (LPAFA) with TXDOT for the installation of CCTV cameras and arterial directional CMS at major intersections on SH 161 frontage roads; and,
Whereas, TXDOT will perform inspection services for structural steel fabrication plants for the City where TXDOT routinely provides such inspection and testing services for own highway materials; and,
Whereas, the currently executed LPAFA does not include the costs associated with the required materials inspection and testing services.
NOW THEREFORE, BE IT RESOLVED, by the City Council of the City of GRAND PRAIRIE, Texas that:
Section 1. The City Manager is authorized to enter into an Interlocal Agreement with TxDOT for materials inspection and testing services prior to the installation of Closed Circuit Television (CCTV) cameras poles and arterial directional Changeable Message Signs (CMS) structures along SH 161 Frontage Roads from IH 20 to Rock Island.
