Analysis

This contract will be for HVAC services includes air balance testing, equipment, installations, and repairs for all City-owned facilities on an as needed basis. 

 

Chapter 271.102 of the Local Government Code authorizes local governments to participate in a cooperative purchasing program with another local government or local cooperative organization. In lieu of competitive bidding, items and services may be purchased through such agreements as the those that have already been bid by the sponsoring entity or agency.  The City of Grand Prairie has master, inter-local cooperative agreements with various entities including U.S. Communities.

 

U.S. Communities is the leading national, government purchasing cooperative and provides world class, government procurement resources and solutions to local and state government agencies, school districts (K-12), higher education institutes and nonprofits that search for the best overall supplier and government pricing.

Trane, through their U.S. Communities contract #15-JLP-023, is recommended due to their previous work with the City and satisfied reports from departments. This contract was for an initial three year term beginning October 1, 2015 and expiring September 30, 2018 with the option to renew for two additional two-year periods.

 

Financial Consideration

Funds are available in various departments FY 2017/2018 operating budgets and will be charged accordingly on orders through the end of the fiscal year.  Funding for future fiscal years will be paid from that year’s approved budgets.
