Analysis

These vehicles will replace existing vehicles in the fleet according to the city replacement schedule. The purchase request is included in the FY 2016 Approved Budget. The six (6) units are 2016 Dodge Ram 3500/4500, 1-ton/ 1 ½ ton pickups with varying bed types totaling $240,162.  They will replace one (1) 1999 unit for Solid Waste , one (1) 2009 unit for Water, and, four (4) 1999-01 units for Parks and Recreation.

 

Chapter 271.102 of the Local Government Code authorizes local governments participate in a cooperative purchasing program with another local government or local cooperative organization.  In lieu of competitive bidding, items and services may be purchased through such agreements as the agreements have already been bid by the sponsoring entity or agency.  The City of Grand Prairie has master inter-local cooperative agreements with various entities including HGAC.

 

In addition to professional consulting personnel and financing services, HGAC primarily offers products utilized in areas of Public Safety, Public Works and Communications.  A wide variety of capital equipment are procured with an existing contract, and, through a unique feature of HGAC Buy, it can be customized through the use of published and unpublished options to fit our specifications and requirements.  The HGAC Buy contract # HT06-14 began November 1, 2015 and will expire October 31, 2017 with no renewal extensions.

 

Financial Consideration

Funding is available in the following accounts:

 

1.   $52,552 in the Water WasteWater Fund (361211-68300) Public Works (WWW)

1.                     $42,040 in the Solid Waste Fund (303510-68320) Environmental Services;

2.                     $68,320 in the PVEN General Fund (311610-68320) Parks and Recreation;

3.   $77,250 in the Equipment Acquisition Fund (224010-68360) Parks and Recreation.
