Analysis
Airhogs Stadium's current line scoring, video wall, and ad panels are in need of full removal and replacement after $25,000+ was spent trying to fix the current video display but many technical issues, broken components, and unavailability to order replacement parts have left the current video display inoperable. The proposal received from Infinity Sound, Ltd. proposes a new LED Screen, Crossfire MX server and Blaze digital control system to include removal of the existing screen and installation of the new equipment. This vendor has worked with the City previously on the Epic project and City Staff are impressed with their work.
The display the vendor is proposing will be approximately 50' wide by 25' high and attached to existing steel and powered by the existing electrical service. Assumptions are made that the existing power is suitable for the new system, and that the existing primary steel structure is usable and able to support the new system. Additional contractor work may be required for any data cabling/conduit/tray pathing or electrical service disconnects or any additional switchgear.
Chapter 271.102 of the Local Government Code authorizes local governments to participate in a cooperative purchasing program with another local government or local cooperative organization. In lieu of competitive bidding, items and services may be purchased through such agreements as the agreements have already been bid by the sponsoring entity or agency. The City of Grand Prairie has master inter-local cooperative agreements with various entities including BuyBoard.
The BuyBoard is able to save money by pooling the impressive purchasing power of their members, which include hundreds of school districts, municipalities, counties, other local governments, and nonprofits across Texas. They use the power of numbers as leverage to get better prices with the same vendors we use now.
BuyBoard contract 482-15 was executed May 1, 2015 on a three year initial term set to expire May 31, 2018 for Infinity Sound, Ltd. to provide a complete lineup of audio-visual equipment, furniture, lamps, and supplies; photography equipment & supplies; library book security systems; classroom/student response systems; service/repair & installation.
Financial Consideration
Funding for the removal and replacement of the Airhogs Stadium video display, in the amount of $433,935.28, with a 5% contingency of $21,696.76, for a project grand total of $455,632.04 is available in the FY 2017/2018 Baseball Fund (3173-317992-65120).
