Analysis
On October 16, 2018, City Council approved an initial FF&E budget allowance for the new Grand Prairie City Hall Complex (18-8351) in the amount of $923,000. This request is to approve the expenditure of $884,786.39 leaving a remaining balance $38,213.61.
These FF&E Contracts are divided as follows:
1) $284,683.44 - Interior Resources Group/Kimball International, Inc.
2) $595,102.95 - Wilson Office Interiors
3) $5,000.00 - Living Spaces
Chapter 271.102 of the Local Government Code authorizes local governments to participate in a cooperative purchasing program with another local government or local cooperative organization. In lieu of competitive bidding, items and services may be purchased through such agreements as the agreements have already been bid by the sponsoring entity or agency. The City of Grand Prairie has master inter-local cooperative agreements with various entities including OMNIA Partners, NCPA, BuyBoard, and TIPS-USA.
Kimball International, through their national network of authorized dealer offers the furniture, fixtures and equipment the City requires. Their cooperative contract P15-150-DT began April 1, 2016 and will expire March 31, 2020, with one, one-year extension remaining. Interior Resources Group has been verified to be an authorized dealer for Kimball.
Wilson Office Interiors, through their network of manufacturer’s cooperative contracts offers the furniture, fixtures and equipment the City requires. These cooperative contracts are as follows:
- HON OMNIA Partners Contract #R142208 Contract began May 1, 2015 and will expire April 30, 2020.
- Allsteel OMNIA Partners Contract #P15-150-DT Contract began April 1, 2016 and will expire March 31, 2020.
- ESI OMNIA Partners Contract #180401 began April 1, 2018 and will expire March 31, 2021, with two, one-year extensions remaining.
- Gunlocke & HBF OMNIA Partners Contract #142206 began May 1, 2015 and will expire April 30, 2020.
- Clarus NCPA Contract #07-22 began October 1, 2015 and will expire October 31, 2021, with two, one-year extensions remaining.
- Nucraft NCPA Contract #07-55 began September 1, 2017 and will expire September 30, 2020, with two, one-year extensions remaining.
- Claridge BuyBoard Contract #573-18 began November 1, 2018 and will expire October 31, 2021, with two, one-year extensions remaining.
- Jasper Group JSI TIPS-USA Contract #170302 began May 26, 2017 and will expire May 31, 2020, with two, one-year extensions remaining.
Living Spaces, through an informal Request for Quotations, offers the leather sofa and chair the City requires.
This item was taken to the Finance and Government Committee on September 3, 2019 for their review and recommendation for approval.
Financial Consideration
Funding for the purchases of FF&E for the new Grand Prairie City Hall Complex Phase I in the amount of $884,786.39 from Interior Resources Group, Wilson Office Interiors, and Living Spaces is available in the Municipal Facilities Capital Projects Fund (405090) WO #01801601-03 (Municipal Complex).
