Analysis
The Parks and Recreation Administration Building’s Heating Ventilation and Air Conditioning system (HVAC) is outdated and requires replacement. Over the last several years, several temporary repairs were made to keep the system operational. However, many components of the current HVAC system are no longer available nor manufactured.
Chapter 271.102 of the Local Government Code authorizes local governments to participate in a cooperative purchasing program with another local government or local cooperative organization. In lieu of competitive bidding, items and services may be purchased through such agreements as the agreements have already been bid by the sponsoring entity or agency. The City of Grand Prairie has master inter-local cooperative agreements with various entities including TXMAS and BuyBoard.
The Texas Procurement and Support Services (TPASS) has established, as an alternative purchasing method, the use of Texas Multiple Award Schedule (TXMAS) contracts that have been developed from contracts awarded by the federal government or any other governmental entity of any state.
Buyboard allows us to save money through "economies of scale", with the pooled purchasing power of their members. They include hundreds of school districts, municipalities, counties, other local governments, and nonprofit entities across Texas. They use the power of numbers as leverage to get better prices with the same vendors we use now.
Brandt, through their TXMAS-10-03FAC070 contract, has been recommended for this project. Their recent, successful completion of consulting and correcting the design issues with the 911 Emergency Communication Center’s HVAC system at Public Safety Building attributed to this recommendation.
Brandt will be working with Enviromatics through their BuyBoard contract #458-14, a City of Grand Prairie control system vendor that is currently being utilized throughout the city. The HVAC unit and associated equipment will be purchased directly from the manufacturer Trane through their BuyBoard contract #458-14.
Financial Consideration
Funding for the purchase of HVAC system and installation with Brandt in the amount of $207,328.36, with a 5% contingency in the amount of $10,367, for a total cost of $217,695 (rounding) is available in the Municipal Facilities Capital Projects Fund (405090), WO #01602803 (Parks Admin HVAC Upgrade), 68300 (Other Machinery and Equipment).
