Analysis

The Texas Department of Transportation (TxDOT) is constructing a frontage road on the south side of IH 30 from NW 7th Street to Belt Line Road.   In conjunction with the project, the City of Grand Prairie is relocating a 24-inch water line on a new easement near Belt Line Road.  As part to the frontage road construction at Belt Line Road, there will be re-grading of this area where the sign is located (see attached Exhibit B for grading plan).

 

The existing sign is a 14-foot by 48-foot V-shaped sign.  This is a static (non-electronic sign).  Piers  will need to be drilled.   New lights and electricity will need to be connected.  The current landowner, George T. Reynolds III,  has agreed to allow the relocation of the sign on his property.   (See Exhibit A for the existing view and the proposed view of relocated sign). The sign is owned by CBS Outdoor.

 

The existing sign location is in conflict with the relocation of the proposed water line.  The City had an estimate of $150,000 to build a retaining wall around the existing sign. Relocating the sign will save the City an estimated $60,000 vs building a retaining wall.

 

Relocating the sign will save approximately $60,000 worth of construction and many years of retaining wall maintenance and will prepare the remaining Reynolds Tract for development.  Because of the grade change to maintain the existing sign height, the top of the  relocated sign will be 78 feet.

 

The City will reimburse CBS Outdoor all for all labor, material and electrical connections required for the new location. The construction will be done by Phillips Signs for CBS Outdoor.  It is estimated the new sign will be installed within 90-days from the date of approval by the City Council.

Financial Consideration

Funding in the amount of $90,000 is available by appropriating and transferring from the unobligated fund balance of the Street Capital Projects Fund (400192) to WO #01612503 (IH-30 Billboard Relocation).

AN ORDINANCE OF THE CITY OF GRAND PRAIRIE, TEXAS, AMENDING THE FY 2015/2016 CAPITAL IMPROVEMENT PROJECTS BUDGET BY TRANSFERRING AND APPROPRIATING $90,000 FROM THE UNOBLIGATED FUND BALANCE IN THE STREETS CAPITAL PROJECTS FUND (400192) TO WO #01612503 (IH-30 BILLBOARD RELOCATION)

 

NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAND PRAIRIE, TEXAS:

 

SECTION 1.  THAT THE FY 2015/2016 Capital Improvement Proejcts Budget be amended by transferring and appropriating $90,000 from the unobligated fund balance in the Street Capital Projects Fund (400192) to WO #01612503 (IH-30 Billboard Relocation)
