SUMMARY:

 

Final Plat, Carrier Parkway Townhouses Addition, 30 single family - townhouse lots (7 open space lots) on 5.42 acres.  Lots 1-30, Charles Gibbs Abst 534, Pg 372, City of Grand Prairie, Dallas County, Texas, zoned MF-1, within the Highway 161 Corridor Overlay, and located on the west side of S. Carrier Parkway, approximately 530 feet north of W. Marshall Drive.

 

PURPOSE OF REQUEST:

 

The purpose of the request is to develop 30 single family-townhouse residences (7 open space lots) on a 5.42 acre lot in a Multi Family district.

 

ADJACENT LAND USES AND ACCESS:

 

North:                     Vacant land zoned Light Industrial

 

South:                      Retail uses zoned General Retail

 

East:                     Residential uses zoned Single Family-3

 

West:                     Vacant land zoned Multi Family-1

 

PLAT FEATURES:

 

Lots will be accessible by S. Carrier Pkwy.  The plat depicts the necessary utility, access, and pedestrian easements.  The plat meets the standards for SF-T development and the UDC.

DEVELOPMENT CHARACTERISTICS:

The development consists of a single lot with frontage and access from S. Carrier Pkwy. An internal drive will provide circulation and be maintained by the property owner. External subdivision fencing and screening and a walking trail will also sit completely within the single lot and be maintained by the property owner. Sufficient public right of way currently exists along S. Carrier Pkwy.

Development standards conform to the zoning as detailed in the approved SF-T standards (attached) and in the table below:

New residential subdivisions are required to provide a centralized mail delivery kiosk.  The developer must submit written documentation of a central mail service delivery agreement with USPS to the Planning Department before the final plat is filed. Plans for the screening wall and landscaping along Carrier Parkway must be reviewed and approved by staff prior to filing the plat. In addition, the developer must submit evidence of the creation of a Homeowner’s Association prior to plan filing.

 

RECOMMENDATION:

 

Staff recommends approval of the proposed plat pending that the DRC comments are met by the applicant.
