Analysis
As part of the City's Capital Improvement Projects budget, funds were approved for the purchase and installation of all three (3) pumps, and electrical upgrades at the Dorchester Levee.
Notice of Bid #19078 was advertised in the Fort Worth Telegram and Bid Sync; it was distributed to sixteen (16) vendor. There were no known Grand Prairie Vendors available for this commodity. Two (2) competitive sealed proposals were received and scored:
1. Felix Construction : bid- $1,841,867.00 score-100.00
2. Bar Constructors Inc.: bid $1,896,640.00 score-93.56
Felix Construction received the higher score and Staff recommends their proposal.
Financial Consideration
Funding for the Construction Contract with Felix Construction in the amount of $1,841,867 for the pump replacement and electrical upgrades to Dorchester Levee and a 5% contingency of $92,093, for a total project cost of $1,933,960 is available as follows:
1. $1,025,755 is available in Water Capital Projects Fund (500592) to WO #01811903 (Dorchester Levee Pumps and motor controls)
2. $908,205 is available by approving an ordinance transferring and appropriating from the unobligated fund balance in Water Capital Projects Fund (500592) to WO #01811903 (Dorchester Levee Pumps and motor controls)

AN ORDINANCE OF THE CITY OF GRAND PRAIRIE, TEXAS, AMENDING THE FY 2018/2019 CAPITAL IMPROVEMENT PROJECTS BUDGET BY TRANSFERRING AND APPROPRIATING $908,205 FROM THE UNOBLIGATED FUND BALANCE IN THE WATER CAPITAL PROJECTS FUND (500592) TO WO #01811903 (DORCHESTER LEVEE PUMPS AND MOTOR CONTROLS)
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAND PRAIRIE, TEXAS:
SECTION 1. THAT THE FY 2018/2019 Capital Improvement Project Budget be amended by appropriating and transferring $908,205 from the unobligated fund balance in the Water Capital Projects Fund (500692) to WO #01811903 (Dorchester Levee Pumps and motor controls)
