Analysis

The purchase of vaccines and supplies is to prevent disease and the spread of disease in the shelter.  All animals sheltered are vaccinated upon entering the facility.  The spay/neuter clinic opened in July 2014 and since then all animals being adopted from Prairie Paws are sterilized and have a rabies vaccination.  The price agreement with Midwest Veterinary will be utilized to purchase supplies needed for spay/neuter clinic operations, shelter vaccinations and ongoing expendable supplies.

 

Notice of bid #15147 was viewed by 61 vendors. There was one Grand Prairie vendor who did not respond.   Two bids were received, one of which was deemed non-responsive by the Purchasing Department due to the fact they cannot hold their prices for a full 12 months as required in the solicitation.

 

Midwest Veterinary Supply meets specifications and is recommended for award. 

 

Reject Bids:

 

Notice of bid #15086 for Veterinary Clinic Supplies was advertised and viewed by 22 vendors.  Two (2) bids were received, none from a Grand Prairie vendor.  Bids were opened April 9, 2015.

 

After the bids were received it was determined the specifications and pricing sheet needed to include additional details which included specifics on brand acceptability and a request for firm pricing for a set period on a core list of items which would help the City determine a more accurate picture of the low-bid.

Notice of bid #15124 for Veterinary Clinic Supplies was advertised and viewed by 26 vendors. Two (2) bids were received, none from a Grand Prairie vendor.  Bids were opened April 24, 2015.

 

After the bids were received it was determined both submittals had substantial errors in their bids and had to be rejected.

 

Financial Consideration

Funds are available in FY 2014/2015 Animal Services budget 301110-60235 for veterinarian supplies and will be charged accordingly on orders through the end of the current fiscal year.  Funding for future fiscal years will be paid from that year’s approved budget.
