Title: Price agreement for a general contractor (job order contracting) with Payless Home Repairs for general contractor services on an as needed basis through a master interlocal agreement, The Interlocal Purchasing System (TIPS), at an estimated annual cost of $125,000 for one year with no options to renew; and, authorize the City Manager to execute any needed change orders with aggregate price fluctuations of the lesser of up to $50,000 or 25% of the original maximum price so long as sufficient funding is appropriated by the City Council to satisfy the City’s obligation during the term.

Analysis
The City will be utilizing Payless Home Repairs, contract #2042315, for carpentry services, through the approved master interlocal agreement with TIPS for general contractor services on an as needed basis.  The TIPS contract term is April 23, 2015 to April 22, 2016.
 
Chapter 271.102 of the Local Government Code authorizes local governments to participate in cooperative purchasing programs with other local governments or local cooperative organizations for procurement purposes in lieu of competitive bidding.  Such agreements have already performed the bidding processes for required items and services.  The City of Grand Prairie has master inter-local cooperative agreements with various entities including TIPS.
 
The TIPS and TAPS purchasing cooperatives have enjoined other government entities, in multiple states, to increase their buying power in acquiring products and services; lowering administrative procurement costs; and improving overall business performance at each entity. Other benefits include: Centralized Vendor Listing; e-Commerce Store; Toll-Free Help Line; Competitively Bid Procurement Process and Vendor/Member Reporting Service.
 
Financial Consideration
Funds are available in various departments' operating budgets and will be charged accordingly on orders through the end of the fiscal year.
