Analysis

RFB #18083 solicitation was advertised by the City in accordance with State law with respondents to the RFB required to submit their proposals and bid no later than June 14, 2018.  Two (2) bids were received and staff evaluated the bids and determined the apparent low bidder was Concord Commercial Services, Inc. (CCSI).  Staff contacted references to confirm the vendor was responsible and spoke with the vendor to ensure full understanding of the scope of services called out for in the bid documents.  Based on staff findings, CCSI is recommended for award of this contract.

 

It is noted that the actual video boards and coordination of their installation within the overall digital sign structure included in the CCSI construction contract will be purchased separately by the City through a State approved procurement process.  The video boards will be furnished and installation coordinated by Entech Info Displays (EID) of Grand Prairie in full collaboration with the digital sign structures construction contract with CCSI.  The video boards will be Vantage LED outdoor rated digital signs with seven (7) years parts and labor warranty.  EID will also supply and install a digital signage player including lifetime cloud-based software service, seven (7) years of free content creation and seven (7) years of free cellular radio connection.

 

Purchase of the video boards and installation coordination is recommended for award to EID, a Grand Prairie vendor, through TXMAS contract #TXMAS-6-78040.

 

Chapter 271.102 of the Local Government Code authorizes local governments to participate in a cooperative purchasing program with another local government or local cooperative organization. In lieu of competitive bidding, items and services may be purchased through such agreements as the agreements have already been bid by the sponsoring entity or agency.  The City of Grand Prairie has master inter-local cooperative agreements with various entities including TXMAS.
