Analysis

On June 5, 2018 the City Council approved an agenda item (18-7916) in the amount of $300,000 with J. David Merritt for hospitality development services associated with the proposed hotel and conference center project on the EpicCenteral Park site.

 

Dave Merritt was hired to conduct due diligence and development services for the proposed hotel and conference center to be developed on the EpicCentral Park site. While Dave Merritt will lead the process, the City of Grand Prairie retains control over all major decisions.

 

Dave Merritt will offer hospitality related expertise such as assisting with commissioning a marketing study, providing feedback and direction regarding project layout/design/programming, selecting and negotiating with the hotel management company, advising and/or providing direction regarding certain retail users that enhance the hospitality experience, overseeing and directing the financial modeling of the hotel portion of the project and assisting the City on the selection of the designer and contractor.

 

Over the course of the project, Dave Merritt will be the main resource for all hospitality matters in supporting the City during the master planning process and ensuring the most desirable integration of the various uses within EpicCentral Park.

 

After this contract was executed, the project expanded, which requires additional work from Mr. Merritt. This proposed change order reflects a change order in the total amount of $150,000. Mr. Merritt will still be paid based on the completion of certain tasks, however, each task will be increased by 50% of the original fee.

 

Chapter 252, Section 022 of the Local Government Code provides for the exemption to competitive bidding when the expenditure of money is for personal services.

 

After execution of this change order/amendment No. 1 in the amount of $150,000, the revised contract amount will be $450,000.

 

Financial Consideration

Funding in the amount of $150,000 is available in EPIC Central Capital Projects Fund (360093) W.O.#01909803 (The Epic Center) 61405 (Survey/Studies)
