Analysis
The Office of Emergency Management (OEM) is seeking a Resolution to authorize City Manager, Tom Hart, to sign the Sub-Recipient Agreement and other grant related documents from the Texas Department of Public Safety for the FY2014 Urban Area Security Initiative (UASI) Grant in the amount of $155,906.44 to purchase and/or enhance emergency response equipment. These funds will be managed by the OEM and allocated by project to both the Fire Department and the Police Department.
This item is expected to be presented and passed through the Public Safety, Health, and Environmental Committee (October 8, 2014) and the Finance and Government Committee (October 14, 2014). If approved, the item will be then be placed on the City Council agenda for final approval on October 14, 2014.

Portable Surveillance at Special Events and Areas of Interest:
The City of Grand Prairie is home to many large venues that draw large crowds and infrastructure that could be attractive targets for terrorism or criminal activity. Therefore, a Portable Video Surveillance Trailer will be purchased and be used by the Grand Prairie Police and Fire Departments. This provides both departments the ability to collaborate, coordinate resources, and communicate with internal and external partners at the local, State, and Federal level during an event/incident.
Technology Enhancements for the Grand Prairie Police Department’s SWAT Unit:
The purpose of this project is to enhance the SWAT unit’s technology capabilities. This will increase the safety of the officers, operators, and medics that make up the SWAT Teams. The SWAT unit will utilize the grant funds to purchase a SWAT Robot, communications headsets, and protective masks. The robot is capable of remote surveillance, delivery of equipment, and breaching operations without exposing humans to danger that SWAT Operators currently carryout manually. Specialized equipment such as the headsets and protective masks will improve the interoperability between Operators and Medics as well as provide active listening capabilities in high noise and threat locations.
Lake Operations for Search and Rescue Missions and Critical Infrastructure Protection:
This project is to enhance the current lake operations response team to improve the Dive rescue and recovery capability, dive communications, and critical infrastructure inspections of the dam, bridges, and two marinas. The dive operations team will be outfitted with special protective dry-suits, hardwired communication monitors, tactical style buoyancy vests, and built in communications within a full face style mask.

There is no cash match requirement for this funding source.

A RESOLUTION OF THE CITY OF GRAND PRAIRIE, TEXAS, to authorize City Manager Tom Hart to sign the Sub-Recipient Agreement and other related grant documents to accept the FY 2014 Urban Area Security Initiative Grant (UASI) from the Texas Department of Public Safety/Texas Division of Emergency Management in the amount of $155,906.44 to purchase and/or enhance emergency response equipment. These funds are allocated to provide and/or enhance emergency response equipment for both Police and Fire.
Whereas, the City of Grand Prairie was awarded the FY2014 Urban Area Security Initiative (UASI) Grant;
Whereas, the City will provide a cash match of $0 to the Texas Division of Emergency Management;
Whereas, this sub-recipient agreement/grant award would allow the City of Grand Prairie to accept this grant and purchase needed equipment during the grant performance period from September 1, 2014 through January 31, 2016;
NOW THEREFORE, BE IT RESOLVED, by the City Council of the City of GRAND PRAIRIE, Texas that:
Section 1. The City Manager or designee is hereby authorized to sign the sub-recipient agreement and other grant related documents for the FY2014 Urban Area Security Initiative Grant (UASI) with the grant performance period from September 1, 2014 through January 31, 2016.
Section 2. This resolution shall be in full force and effect from and after its passage and approval in accordance with the Charter of the City of Grand Prairie and it is accordingly so resolved.
