Analysis

The Grand Prairie Police Department has enjoyed a cooperative relationship with the Grand Prairie Independent School District (GPISD) by providing School Resource Officers (SRO’s) since July 7, 2009 (See Exhibit A).  The introduction of SRO’s into the normal operation of the GPISD has resulted in a mutual benefit in community policing efforts and fruitful crime prevention initiatives.  The introduction of the SRO K9 will provide both the Police Department and the GPISD with additional tools to enhance drug prevention programs, comprehensive safety programs; and detection, investigation and enforcement of State and local criminal laws at GPISD facilities. 

 

Vernon’s Texas Statues and Codes Annotated (VTCA), Local Government Code 791, The Texas Interlocal Cooperation Act, provides that any one or more local governmental entities may contract with each other for the performance of governmental functions and for the joint use of facilities or services for police protection and for the promotion and protection of the health and welfare of the inhabitants of this State and the mutual benefit of the parties. 

 

Staff recommends entering this mutual Interlocal Agreement with the GPISD to enhance the existing cooperative relationship and further the efforts of community policing and comprehensive safety programs.

 

The Public Safety, Health and Environmental Committee reviewed this item on October 16, 2017, and recommended that it be forwarded to the City Council for approval.

 

Financial Consideration

None.  The GPISD will fund the K9, handler vehicle and related equipment.
